**RESPONSIBILITIES**
- This position is for Office of Human Resources and Faculty Administration (HRFA).
- Learning & Development
- Conduct learning needs analysis and create learning or capability-building plans to enhance the effectiveness of employee job performance.
- Collaborate with L&OD (Learning and Organisational Development) team and partners for smooth project management of programmes from design and enhancement of operational processes and workflow, course management and delivery, communications, logistics, feedback and evaluation.
- Design, develop, source, implement, and manage the University’s corporate competency-based learning curricula, learning pathways and programmes; evaluate the effectiveness of training/learning and make improvements where required.
- Drive the planning, coordination, communication and engagement with learning initiatives and programmes; such as content design and production of learning guides and toolkits, marketing and communication strategies and digital platforms.
- Provide advice and coaching to staff on learning and career development.
- Facilitation of L&OD programmes/workshops as required, for e.g. team development, focus group discussions, strategic planning sessions, etc.
- Performance Management
- Collaborate with L&OD team on project to review and enhance performance management framework and competency model, and related policies and processes.
- Plan, coordinate and drive the implementation, communication, and change management to promote understanding and adoption of refreshed performance management framework and competency model.
- Plan and manage the University’s annual performance management exercises, including the data collection, collation, analysis and proper handling in preparation for organisational performance. management reviews and talent identification.
- Provide internal consultancy services and guidance to stakeholders to promote consistent practices in performance management, performance improvement, and to resolve grievances related to performance evaluation outcomes.
- Organisational Development
- Partner key stakeholders in continuous improvement projects; including but not limited to the review, streamlining and enhancement of current processes and workflows in performance management and learning; and redesign of processes and workflows for new enterprise system/platform.
- Other duties within the scope and purpose of the job, as needed by management or department.
**QUALIFICATIONS**
- Degree, preferably in Human Resource, Psychology, Education, or other relevant Management or Social Science disciplines.
- Minimum 8 years of relevant professional experience in HR with preferred specialisations/experience in areas like Organisational Development, Performance & Talent Management, Learning & Development.
- Knowledge of performance management and adult learning theories/ principles, practices and tools.
- Experience in conducting and analysing organisational audits and assessments [HR-related], learning needs analysis, and competency/skills gap analysis, etc.
- Experience in gathering, analysis and use of data and statistical information to measure organizational performance results and drive actions.
- Strong interpersonal and communication skills (oral and written); adept at building successful relationships with stakeholders and vendors.
- Excellent ability to identify and diagnose issues/problems, generate ideas and implement solutions to achieve results.
- Effective project management skills; possesses accountability, detail-oriented and results-focused.
- Ability to plan, organise, coordinate, and work on multiple concurrent projects in an environment of ambiguity and tight time frames.
- Digital
- and data-savvy, adept at using analytics and metrics to identify areas for improvement and to drive actions.
- Collaborative and strong team player.
