We are seeking a highly experienced and skilled Director to lead our agency partnership collaborations, public outreach strategies, and operations policy. As a key member of our team, you will be responsible for driving the formation of partnerships with government, union, community, and private sector agencies to facilitate the employment and career development of our workforce.

Key Responsibilities
  • Partnership Development: Design, implement, and review partnerships with agencies across various sectors, including scouting for suitable partners, curating partnership arrangements, and securing necessary resources.
  • Pilot Implementation: Identify priority workforce segments and curate and implement pilots to test the feasibility and effectiveness of interventions, working with WSG divisions or collaborating with existing or new partners.
  • Strategy Development: Lead the development and continuous review of WSG's strategy on digital content creation, physical, and virtual career-related events, supervising the implementation of the strategy to produce quality and demand-based content, events, and services.
  • Outreach and Leads Generation: Plan and supervise the implementation of outreach and leads generation strategy, activities, and tasks to achieve performance targets, monitoring click-through and conversion rates, and conducting channel analytics.
  • Funding Support Schemes: Supervise the implementation of funding support schemes involving job matching and career trials between jobseekers and employers, designing business processes, mapping out workflows, and ensuring operational-technological integration.
  • Operations Management: Supervise outsourced business partners in the implementation of various operations and grants-related processes, collaborating with these partners for continuous review and improvement.
  • Change Management: Drive change management and staff capability development to ensure the division delivers consistently high performance and provides value-added support to other WSG divisions.
Requirements
  • Leadership and Team Management: Capable of leading, developing, and motivating a team of officers to constantly ideate, innovate, and improvise on existing strategies and approaches.
  • Critical Thinking and Problem-Solving: Skilled in guiding the team to write/prepare clear submissions/presentations and framing appropriate narratives to suit different target audiences.
  • Personal Effectiveness: Able to meet timelines for assigned projects, email replies, and preparation of presentations, contribute to high-level discussions on strategies and approaches.
  • Relationships Building and Account Management: Proficient in initiating contacts, engaging, and communicating with different types of organizations at the senior level, identifying opportunities for new areas of collaborations or new innovations.
  • Operations Planning and Management: Skilled in planning and managing public-facing operations of different nature and target audiences.
  • Service Design and Customer Management: Proficient in empathizing with customer experience, improving service delivery, and supporting the team in managing appeals and feedback from customers with issues.
  • Resource Acquisition and Management: Capable of computing/estimating budgets and resources required for each assigned project with appropriate assumptions and basis.
  • Audit Management and Enforcement: Skilled in pre-empting risk areas, guiding the team to implement effective mechanisms to mitigate risks, taking and following through appropriate enforcement actions.
