About the role
McConnell Dowell seeks an experienced Commercial Manager for Precontracts to be based in Singapore for our civil marine works tendering activities for the SEA region.

Key Responsibilities
Reporting to the Regional Commercial Manager SEA the primary objective is to oversee and ensure the efficient and effective management of the commercial and contractual activities undertaken during the new business and tendering stages for allocated tenders including: Analyse and identify commercial, business and contractual risks which may happen in projects during the pre-contract tendering and joint venture development stage. Undertaking tender commercial risk reviews and ensuring compliance with the Company’s procedures and corporate governance requirements. Engagement with Bid Managers, New Business & Strategy and other relevant personnel that participate in tendering exercises, in relation to commercial strategies and framework involving partner selection and tenders undertaken by the Business; Work with the New Business and Strategy Team to develop appropriate strategic, commercial and contractual responses to tenders. Develop key contractual arrangements with designers in consultation with Regional Commercial Manager SEA and Regional Engineering Manager SEA. Together with the team members, strategize, develop and negotiate key contractual arrangements, frameworks and terms with business partners (eg. joint venture/consortium partner) Ensure effective and consistent implementation of the Company’s commercial policies and procedures in all pre-contracts activities. Ensure compliance with Tender Risk Management Procedures and drive completion of due diligence activities. Assist and support the New Business & Strategy Team in the developing strategic, commercial and contractual responses to Tenders, Expressions of Interest and Joint Venture prospect. Develop contractual frameworks with key partners including Joint Venture and Design partners Undertake tender reviews and ensure compliance with Commercial Operating Standards and Policies such as the Limits of Authority and the Head Contract Commercial Limits Liaise with Group Legal Counsel in relation to the provision of and requirements in relation to parent company guarantees and other legal matters relevant to pre-contract works. Assist the Regional Commercial Manager SEA with tender review process and attendance at all stages of the review process for allocated tenders. Participate in external audits and company Peer Review processes. Where requested assist in the review of monthly project financial reports. Where required by the Regional Commercial Manager SEA assist in dealing with project commercial issues where supplemental support is requested by the project team. Provide feedback on lessons learnt on tender and project commercial issues that can be utilised for continuous improvement throughout the business. Any other duties as may reasonably be required by the Company. About You
To be considered for this role, you will have;
Relevant Tertiary Qualifications. Sound understanding of construction contracts and ancillary contracts such as Joint Venture Agreements Demonstrated ability to analyse contractual / legal issues and provide solutions through appropriate problem solving techniques. Sound commercial acumen accompanied by proven negotiation and inter-relationship skills. Able to quickly grasp concepts and apply innovative options to the status quo. Clear and definitive communication – written and verbal accompanied by competent presentation ability. Tasks are to be completed on time and to a high standard; Use of good verbal communication skills with both external and internal customers and business partners; Demonstrate and effect a desire to help people; Display a positive, proactive and professional attitude; Provide attention to detail; Make positive contributions to the business through behaviors that reflect McConnell Dowell’s values.
