
Chief Secretary

The Chief Secretary (CS) is approved and appointed by the General of The Salvation Army, International Headquarters and reports to the Territorial Commander.
The CS shall discharge the duties and responsibilities of the office consistent with the principles, standards and orders and regulations of The Salvation Army. CS shall conduct the affairs of the office responsibly, efficiently and economically to accomplish the mission of The Salvation Army as describe in its mission statement and in accordance with the Salvation Army Ordinance (Chapter 377), and motivate those under his/her care to do likewise.
**ROLE AND RESPONSIBILITIES**:
Responsible for the governance for strategic and overall direction of the organization including the development of strategic policies to achieve its goals as follows:
1) Mission, purpose and strategies are in place and aligned to the International Mission Statement with concise, faith-filled objectives and well-defined measurements that evaluate progress towards those objectives including strategic development into geographical areas, or programme with special consideration of sustainability.
2) Policy approval and compliance
3) Accountability to internal and external accreditation bodies including fostering and maintaining close relations with local governments, communities, and other non-governmental organizations
4) Performance Measurement and Risk Management.
Chair and guide for the Territorial Management Board which is accountable for the professional management of the territory.
Provide spiritual direction to Cabinet officers, give pastoral care and guidance and help them to develop their potential.
Participate in platform ministry, in both leading meetings and preaching according to the doctrines of The Salvation Army.
Explore and evaluate new models and programmes appropriate to the needs and potentials of the communities served, keeping in focus the particular needs of communities, and potential financial resources.
Ensure that the Territorial financials and programme are prepared on a timely basis according to the processes put in place, timely preparation and submission of reports to IHQ.
Appoint and ensure appropriate placement of officers for the benefit of the appointment, officer and their families, and the mission of The Salvation Army.
**Job Requirements**:
- Minimum Degree holder
- Minimum 15 years of working experience in pastoral care.
