The Deputy Director is responsible for the planning, operations and engagement with GP offices within NHG and CN-PCN, Central and North GPs, agencies and community partners to engender place-based care and relationship-based care of Central and North residents. The NHG PCO is responsible for co-developing a strong relationship with the GPs in the Central and North region with ICOs and NHGP, centred on MOH’s Healthier SG and national primary care enrolment. He/she shall lead the team to ensure smooth operations and augment primary care related initiatives and facilitate the development of an ecosystem of enablers for GPs across NHG. He/she will contribute to the collective leadership for GP partnership and engagement through various platforms such as NHG One Primary Care Taskforce (OPCT) and NHG-GP Panel and work with community and social care providers and agencies.
- The scope shall include but not limited to supporting the Executive Director to drive the development of department/division strategies, developing plans and facilitating discussion to empower NHG Primary Care Office to implement the plans in line with care and finance transformation, resource acquisitions, internal/external stakeholder management as well as overseeing the execution with accountability for the approved milestones/budgets/timelines and in compliance with directions given by NHG leadership.**Major Duties & Responsibilities**
- To work with the Executive Director to provide leadership and direction for NHG Primary Care Office by co-developing a strong relationship with the GPs in the Central-North region with ICOs and NHGP, centred on MOH’s Healthier SG and national primary care enrolment.
- To be responsible for the planning, operations and engagement with GP offices within NHG and CN-PCN, Central and North GPs, agencies and community partners to engender place-based care and relationship-based care of Central and North residents
- To ensure smooth operations and augment primary care related initiatives and facilitate the development of an ecosystem of enablers for GPs across NHG.
- To contribute to the collective leadership for GP engagement through various platforms such as NHG One Primary Care Taskforce (OPCT) and NHG-GP Panel and work with community and social care providers and agencies to engender place-based care and relationship-based care for Central-North residents.
- To augment NHG’s Network of Primary Care Providers by:
- Working with ICO GP Offices and Central North PCN Office to expand the network of GP Partners in Central-North region;
- Operationalising MOH’s Healthier SG strategy centred around primary care enrolment, with NHG partnering GPs in our region;
- Facilitate enrolment of Central-North residents through GP Partners;
- Coordinate the development of enablers and levers for GP Partners to provide better and more coordinated care for Central-North residents;
- Coordinate the development of support structures and programmes to increase competencies and capabilities for GP Partners;
- Enable integrated care models between GP Partners and NHG ICOs;
- Align GP engagement practices across NHGP and NHG ICOs;
- Collect and manage data for business intelligence to facilitate GPs’ understanding of their own businesses better and optimize their services;
- Monitor and account for the use of budget to support primary care enrolment (if payment for GPs is centralized at NHG HQ)
- To translate approved strategies into implementation, execute, monitor/control them and adapt according to lessons learnt, changes in environmental factors, new requirements, etc. It also includes efforts to mobilize relevant external resources, content, etc. to support the aforesaid.
- To build trust, deepen relationships and manage stakeholders to smoothly fulfil the aforesaid areas of responsibilities.
- To work with relevant NHG HQ departments (Group Integrated Care, Finance, Human Resource etc) on necessary reviews and reporting.
- To lead the planning, coordination, implementation and evaluation of pilot programmes with internal/external stakeholders.
- To oversee administrative, reporting, budgeting, management approvals, presentations, procurement, agreements and other related works under NHG Cares.
- To lead and undertake any other specific projects/tasks as assigned.
- To support corporate initiatives under NHG HQ.
**Job Requirements**
Education/Experience
- Min. bachelor degree qualification from a recognized university. Preferably with healthcare management and operations background.
- Preferably at least 8 years of relevant experience, of which at least 5 years involve supervisory experience. Preferably with healthcare background.
- Demonstrates systems thinking, teamwork, leadership, planning with translation to operations and successfully implemented projects in a dynamic environment.
- Experience in healthcare management especially in the area of operations, finance and strategic planning is preferred.
