Senior Executive/executive, Ico Payments

The incumbent will support the Group Integrated Care (GIC) Office in the development and maintenance of financing models for the Integrated Care Organisations (ICO) under the National Healthcare Group (NHG). He/She is responsible for supporting in keeping abreast of local, national and international developments and conducting comprehensive literature reviews on relevant topics. Where suitable, the incumbent should recommend suitable tools and strategies to help with the development, monitoring, and maintenance of financing models designed by NHG. He/She would also need to support the Manager/Senior Manager in ensuring smooth implementation in accordance with NHG’s objectives and the strategies which have been developed for the ICOs.

The scope shall include, but not limited to, contributing to the development of department/division’s strategies pertaining to financing models, developing plans and facilitating discussion to empower ICOs to implement the plans in line with care and finance transformation, resource acquisitions, internal/external stakeholder management, as well as overseeing the execution the approved milestones, budgets, and timelines in compliance with the directions given by the Director.
- To conduct routine ground-sensing/environmental scanning, and use findings to develop financing models for the ICOs that achieves intended objectives and outcomes
- To work with ICOs and NHG Group Finance on the costing, pricing, etc. of the various care segments to establish the appropriate financing models for integrated and relationship-based care. This includes patient financing models.
- To work with ICO-partnerships to ensure smooth implementation of all plans (e.g. through the contractual components related to payments)
- To build trust, deepen relationships, and manage stakeholders to smoothly fulfil the aforesaid areas of responsibilities.
- To participate in and contribute to the development and refinement of NHG’s interventions for the ICO track.
- To translate approved strategies into implementation, execute, monitor/control them and adapt according to lessons learnt, changes in environmental factors, new requirements, etc. It also includes efforts to mobilize relevant external resources, content, etc. to support the aforesaid
- To work with the Value-Based Care team under Clinical Integration to formulate monitoring plans for the developed payment models, to ensure data is collected and monitored for relevant outcomes tied to value of payments.
- To work with Group Accountable Care Office on the necessary reviews and reporting.
- To support the planning, coordination, implementation and evaluation of programmes with internal/ external stakeholders.
- Supports administrative, reporting, budgeting, management approvals, presentations, procurement, agreements and other related works under the ICO-Payment track.
- To undertake any other specific projects/tasks as assigned.

**Job Requirements**

(a) Education/Experience
- Good degree from a recognized university. Preferably with economics or healthcare background.
- 1 to 4 years of working experience in population health, healthcare finance or healthcare planning would be an advantage.
- Good project management skills.
- Good interpersonal & communications skills and ability to manage stakeholders from diverse backgrounds at various levels of seniority.
- Macro in perspectives and meticulous in implementation.
- Good written, analytical, planning, risk mitigation, perception management & agile project implementation skills.
- Good system-thinker with problem-solving skills in a dynamic and unstructured work environment.
- Basic knowledge of health financing approaches and payment models or working experience and/or certifications in healthcare financing, financing models, value-based care will be advantageous.
