**1. JOB PURPOSE**
The Programme Management Office (PMO) is the custodian of project management standards and governance to promote good project management practices and improve project delivery outcomes. The PMO provides critical project information to senior management for better decisions and execution. As a PMO team member, you play a pivotal role in the management and coordination of large-scale and complex digital health projects.
- Project manage and coordinate large and/or complex Healthcare IT programmes. For this role, you would be managing a national billing system to be deployed to Singapore public healthcare clusters.
- Provide leadership on project delivery management to improve execution quality. Work collaboratively with NHG stakeholders, partner and vendor, with the mandate to drive quality cost-effective project delivery.
- Manage all aspects of project planning, communications, issue resolution, and implementation. Provide oversight on the project documentations, scope and timeline, identify potential risk for mitigation, escalate issues for management’s decision.
- Identify potential cost overruns and engage stakeholders to propose remedial actions. Add value to the stakeholders by providing project management expertise and ensuring that the project delivered meets requirement and design specifications.
- Maintain the delivery performance dashboard. Track changes in requirements and highlight any impact on delivery schedule to facilitate timely and accurate business decisions by senior management. Monitor vendor’s project activities and ensure project is delivered according to committed milestones.
**2. MAJOR DUTIES & RESPONSIBILITIES**
- Project manage the national billing system and ensure that the project delivered meets requirement and design specifications.
- Provide oversight on project scope and timeline. Identify potential risk for mitigation, escalate issues for senior management’s decision.
- Oversee the testing and implementation planning process to ensure proper governance of user acceptance and alignment with operational readiness, followed through with proper execution.
- Track delivery and surface any deviations or underperforming areas to ensure gaps are identified and resolved on a timely manner.
- Manage vendor and partner to improve execution quality in project delivery, including involving multiple parties to resolve interdependencies across multiple national systems.
- Support Project Owner and Sponsor in tabling NHG’s positions at Programme Management Committee, Steering Committee and Oversight Committee.
- Support Taskforce to provide status reporting and issue escalation to Triple Project Forum, NHG Senior Management, Board IT Committee for information, resolution and decision making
**3.JOB REQUIREMENTS**
**EDUCATION, TRAINING AND EXPERIENCE**
- Experience in managing large-scale and complex projects involving multiple stakeholders, not all of whom may come under direct supervision in the form of an organization hierarchy.
- Experience in end-to-end IT project delivery management, vendor/partner management to deliver value with the most effective price.
- Good understanding of cost elements of technologies in large, complex and multi-platform environment.
- Experience in healthcare IT systems, financial management, project management best practices, processes and tools. Knowledge in SAP will be advantageous.
