Responsibilities**
1. HR Policy, Systems & Performance Management
Support the development and implementation of HR frameworks and systems across the organization to ensure
consistency, fairness, and alignment with business goals.
- Assist in the design and implementation of performance appraisal systems
- Support the development of salary review and promotion frameworks
- Maintain and update HR policies and employee handbooks in line with regulatory changes
- Participate in the review and alignment of HR systems and processes across entities in Singapore and Malaysia.
Collaborate with regional HR and IT teams to standardize workflows and ensure system consistency
Compensation & Payroll Operations
Ensure accurate and timely payroll processing and manage intercompany personnel cost allocation in compliance with
internal agreements. Lead the transition to shred payroll services across Singapore and Malaysia entities.
Payroll Processing & ComplianceHandle monthly payroll processing, including overtime, allowances, deductions, and statutory contributions
- Ensure accuracy and timeliness of salary disbursement across companies
- Maintain compliance with local labur laws, tax regulations, and statutory requirements
Intercompany Cost Allocation
- Coordinate and process personnel cost allocations in accordance with intercompany service agreements
- Liaise with finance and accounting teams to ensure accurate monthly cost charging and documentation
- Maintain payroll and intercompany HR service records for internal and external audits
Shared Services Implementation
- Design and implement standardized payroll processes across Singapore and Malaysia entities
- Define roles, responsibilities, and service levels for shared payroll operations
- Collaborate with internal stakeholders (Shared Service, Finance, IT) to ensure smooth transition and system integration
Monitor service performance and continuously improve payroll operations efficiency and accuracy
Expatriate Support
Provide comprehensive HR support to expatriate employees, ensuring smooth relocation, compliance with
immigration regulations, and successful onboarding.Manage work pass applications, renewals, and cancellations (e.g. Employment Pass, Dependent Pass
- Liaise with government agencies (e.g. MOM, ICA) and external employment agencies
- Coordinate housing arrangements, tenancy agreements, and relocation support
Assist with onboarding and orientation of expatriate staff
Learning & Development
Facilitate employee growth and capability building through effective onboarding and training coordination.Coordinate onboarding programs and internal training logistics
- Maintain training records and assist in evaluating training effectiveness
Support the planning of employee development initiatives
Employee Engagement & Culture
Promote a positive and inclusive workplace culture by organizing engagement initiatives and gathering employee
feedback.Organize employee engagement activities and wellness programs
- Conduct employee satisfaction surveys and analyse feedback
Support internal communication efforts to strengthen company culture
General Administration
Provide essential administrative support to ensure smooth HR operations and efficient office management.Maintain and update employee records in the HR system
- Prepare HR documents such as employment contracts, letters, and reports
- Support recruitment processes including interview scheduling and candidate coordination
- Manage office administration tasks such as procurement, vendor coordination, and facility support
Requirements

- 3 years of hands-on experience in payroll operations
- Experience in performance management, compensation review, or HR policy development
- Familiarity with local employment regulations and work pass application procedures
- Proficient in Microsoft Office and HR systems
- Familiarity with payroll software or accounting systems
[Advantage]
- Hands-on experience in shared services setup and HR system implementation and standardization projects
- Experience in HR mobility, including expatriate onboarding, relocation coordination, and cross-border HR support
- Exposure to intercompany personnel cost allocation or shared service environments
- Experience working in a regional or multicultural setting
