The Senior Manager, HR leadsthe strategic and operational functions of the Human Resources department. This role is responsible for designing and implementing HR policies, overseeing recruitment, managing employee relations, and aligning HR strategies with business goals to foster a productive and compliant workplace.
The successful incumbent will be member of the Senior Leadership team who actively supports discussions and leverages best practices ensuring key projects are led and delivered, as well as ensuring core HR practices and the day-to-day HR operations are run efficiently, effectively and in compliance with regulations, policies and authorities. He/She should be available and be highly proficient in ground level HR operations work to support team members on the day-to day operations.
Stakeholder Management & Employee Relations
- Deliver daily HR advisory support to Heads of Department and staff, addressing a wide range of human resources matters with clarity and expertise.
- Builds and maintains strong relationships with the leadership team and key stakeholders.
HR, Finance Reporting & Payroll
- Provide monthly reporting of incurred expenses according to GL codes to Finance Department.
- Provide monthly reporting of manpower actual and monthly forecast based on employee movement updates.
- Annual Budget Exercise, generation of manual data to forecast budget for the HR department.
- Process monthly payroll accurately and timely with expert knowledge in MOM, IRAS, CPF regulations.
Recruitment & Retention
- Ensure a positive candidate experience throughout the recruitment process, propose and implement continuous improvement.
- Provide expert guidance to hiring managers and HR team member in the recruitment process, ensuring operating plans and budgets are met.
- Manage the recruitment and selection process to ensure it is compliant with local laws and effectively meets the needs of the school for both local and expatriate staff.
- Lead the Academic Recruitment liaising with HOS and Principals on manpower requirements and ensure timely management of recruitment activities.
- Provide targeted recruitment solutions or strategies to attract niche roles.
- Strong knowledge and Familiarity in COMPASS and MOM processes to support Principals on EP/SP eligibility criteria for candidates.
- Leads the queries, negotiation and explanation of salary details to successful candidates and through influential positive engagement to ensure high level offer acceptance.
- Lead and provide high engagement level of service to Teachers and families to support them with Tenancy Agreement, Singpass set up, opening of bank accounts and queries to ensure they settle in seamlessly in Singapore.
Performance Management & HR Policies
- Provide expert coaching and guidance on team dynamics and performance-related challenges, empowering employees to navigate and resolve workplace issues effectively.
- Acts as the performance improvement driver and provokes positive changes in relation to people management.
- Leads the annual Performance Management cycle and liaises with Heads of department on staff ratings and proposed increments
- Evaluating existing HR policies, executing updates as needed and developing and implementation of new policies in alignment with XCL Education's directives or in response to regulatory changes
Annual & Ongoing Operational Support
- Manage the Annual Health Insurance contract renewal in collaboration with Group HR Manager of XCL Education.
- Lead and work with external auditors on HR audits submissions
- Lead the expat employees offboarding processes
- Lead Tax submissions for all staff accurately
- Lead Work Pass renewals for all staff according to pass expirations
- Lead Support preparation of documents for all regulatory Audit (CIS, Edu trust etc) processes
- Lead Consolidation of Trainings attended by Department for Regulatory reporting purposes (Eg : CIS, Edu trust)
- Lead and manage support the Employees Renewal of Contract preparation processes, consisting of form creations, tracking of submissions, reporting and contract generations within a quick turnaround
- Approval of Purchase Requisition processes according to budgeted amount.
- Support and provide staff data generation support for departments
- Lead and coordinate HR Events and communications to staff
