**SUMMARY
The HR manager is the go-to person for all employee-related issues. This means that the HR manager will involve in managing activities such as job design, recruitment, employee relations, performance management, training & development, and talent management.
The HR manager is important to our business success. Promoting corporate values and shaping a positive culture is a vital aspects of a complete HR manager job description and specification.
**ESSENTIAL FUNCTIONS**
- Responsible for all payroll matters including preparation of monthly payroll, monthly payroll reporting, CPF
- Prepare and submit IR21 for foreign employees and IR8A/ AIS filing at the end of the year
- Assist in the preparation of the annual budget
- Prepare and compile payroll/HR data for management's review and analytical purposes, including headcount reports, salary surveys, manpower costing, etc.
- Oversee and manage the Yearly Appraisal process
- Assist the CHRO to develop and review all HR and Admin policies and procedures and ensure compliance with all statutory or regulatory requirements
- Manage the full recruitment and selection process
- Manage the off-boarding process for leavers
- Conduct new employee orientations and employee relations counselling
- Support current and future business needs through the development, engagement, motivation and preservation of human capital
- Plan and organize employee engagement activities
- Conduct and manage employee satisfaction survey and follow through with focus groups or relevant actions to address issues
- Ensure legal compliance throughout human resource management
- Involve and complete other assigned projects
**ESSENTIAL QUALITIES**
- Degree in Human Resources or related field with at least 4-5 years of HR Manager experience
- Proven working experience in Payroll function and HR policy writing
- People oriented and results driven
- Demonstrable experience with human resources metrics
- In-depth knowledge of labor law and HR best practices
- Knowledge of HR systems and databases in particular, Cadena software would be preferred
- Excellent active listening, negotiation and presentation skills
- Competence to build and effectively manage interpersonal relationships at all levels of the company
