Singapore NCS National Council of Social Service Full time

The Manager, Learning and Professional Development (LPD), is responsible for developing relevant learning programmes for the social service sector in a responsive manner. This will be reflected in speed to develop, market & implement learning provisions, and high take-up of SSI products.

You will serve as the LPD representative in assigned cross-unit teams to support the ADDIE model in producing learning activities for assigned sub-sectors by working closely with the following internal stakeholders:
1. Community and Partnerships for Learning team - to plan and resource for development and marketing of new courses, through a mix of in-house and outsourced manpower deployment.

2. Programme and Learning Services team - to guide operations for launching of courses, including the effective use of SSI’s Integrated Learning and Training Management System (iLTMS).

3. Quality Assurance and Evaluation team - to analyse Kirkpatrick’s L1 to L4 feedback to improve existing courses where needed.
- Design and develop courses in an agile manner with appropriate learning outcomes and a full spectrum of learning interventions such as tech-enabled and workplace learning to meet the learning needs of sector professionals and social service agencies
- Support the quality of SSI’s adult educators through a robust Adult Educator (AE) talent management framework in the areas of AE recruitment and performance management efforts
- Monitor L1 to L4 feedback of courses to ensure course effectiveness and identify areas for improvement
- Support the development and implementation of SSI’s integrated Learning and Training Management System (iLTMS) as a supporting tool for SSI’s online learning provisions to provide a delightful learning experience for learners
- Collaborate with key internal and external stakeholders to achieve learning intervention development for the sector
- Manage project deliverables through close monitoring of project resource parameters including but not limited to budgetary guidelines of NCSS
- Report project status to DD/SSI and at SSI management meetings on a periodic basis

- Pedagogical knowledge in blended adult learning, including face-to-face delivery, tech-enabled learning and workplace learning

- Possesses social service sector knowledge and/or experience
- Curriculum development and delivery of adult learning programmes
- Has prior experience in or familiarity with CET landscape
