The workforce management role is pivotal in overseeing the company's manpower requirements, particularly in recruitment and administration of both local and foreign workers.
This encompasses knowledge of Singapore's manpower regulations, including WPOL (Work Permit Online) for worker applications, and experience in applying for Work Permits (WP), S Pass, and Employment Passes (EP).
The workforce manager will also support daily operations, employee engagement, and ensure compliance with MOM regulations and policies.
Key Responsibilities:- Recruitment & Staffing
- Source, interview, and recruit staff and site workers to meet project manpower requirements.
- Manage the end-to-end recruitment process, including job postings, interviews, offers, and onboarding.
- Liaise with employment agencies, training providers, and subcontractors on manpower needs.
- Work Pass & Foreign Manpower Management
- Handle applications, renewals, cancellations, and appeals for WP, S Pass, and Employment Pass via WPOL and EPOL.
- Maintain compliance with MOM's foreign worker quota, levy, and housing regulations.
- Track pass expiry dates and ensure timely renewals to avoid disruption to operations.
- HR Operations & Administration
- Prepare employment contracts, HR letters, and maintain accurate employee records.
- Manage attendance, leave, and payroll-related administrative support.
- Ensure compliance with policies, Employment Act, and workplace safety requirements.
- Employee Relations & Engagement
- Act as the first point of contact for staff and workers on HR-related matters.
- Support welfare, engagement, and training initiatives to enhance staff retention.
- Assist in handling grievances and disciplinary matters in accordance with policies.
- Minimum 2-3 years of HR experience, preferably in the construction industry or manpower supply sector.
- Strong knowledge of MOM regulations, WPOL/EPOL systems, and foreign worker management.
- Familiar with work pass quota, levy, and housing requirements.
- Proficient in Microsoft Office applications (Word, Excel, Outlook).
- Good communication and interpersonal skills; able to liaise with diverse workforce (local and foreign employees).
- Strong organizational skills and attention to detail; able to manage multiple tasks under tight timelines.
- Preferably familiar with payroll systems and basic HRIS software.
- Bilingual in English and Mandarin (to liaise with Mandarin-speaking workers/agents) is an advantage.
