Job Description

The Senior HR Executive/Assistant Manager (Foreign Workers and Pass Management) is a critical role that requires the incumbent to oversee and manage the full spectrum of blue-collar foreign worker administration and operations, ensuring compliance with regulatory requirements and supporting a smooth onboarding and employment lifecycle for PSA's foreign workforce.

The successful incumbent will be responsible for:

  1. Recruitment and Repatriation: Supporting the recruitment of blue-collar foreign workers, including liaising with licensed employment agencies and coordinating selection processes. Overseeing repatriation procedures, ensuring compliance with MOM regulations and managing travel arrangements, final payments, and necessary documentation.
  2. Foreign Worker Onboarding and Offboarding: Coordinating end-to-end onboarding processes for foreign workers, including medical examinations, accommodation arrangements, orientation programmes, and issuance of work passes. Ensuring smooth and compliant offboarding procedures, including cancellation of work passes, clearance of outstanding matters, and coordination of exit logistics.
  3. Work Pass and Quota Management: Administering the application, renewal, and cancellation of Work Permits, S Passes, and other relevant work passes in full compliance with MOM guidelines. Monitoring pass validity and managing quota usage to support operational needs while ensuring compliance with regulatory caps and company policies.
  4. Liaison with Authorities and Regulatory Compliance: Acting as the primary point of contact with MOM and relevant authorities on all matters related to blue-collar foreign workers, including inspections, audits, and policy updates. Staying updated on changes in foreign manpower regulations and ensuring timely communication and implementation across relevant functions.
  5. Documentation and Reporting: Maintaining accurate and up-to-date records of all foreign workers, including employment contracts, work pass documents, and personal details. Generating reports on foreign workforce metrics, pass status, quota utilisation, and other key indicators for internal review and external reporting as required.
  6. Process Improvement and Policy Implementation: Reviewing and enhancing processes related to foreign worker management to improve efficiency and ensure compliance. Supporting the development and implementation of HR policies and SOPs relating to the management of blue-collar foreign workers. Driving process improvement initiatives independently.
  7. Stakeholder Engagement: Working closely with internal departments and external partners (e.g., employment agencies) to ensure a seamless foreign worker experience.
