Senior Human Resources Specialist

Lead a team to manage the full spectrum of blue-collar foreign worker administration and operations, ensuring compliance with regulatory requirements and supporting a smooth onboarding and employment lifecycle.

  • Key Responsibilities:
  • Recruitment and Repatriation
    • Coordinate end-to-end recruitment processes for blue-collar foreign workers, including liaison with licensed employment agencies and selection process management.
    • Oversee repatriation procedures, ensuring compliance with MOM regulations and managing travel arrangements, final payments, and necessary documentation.
  • Foreign Worker Onboarding and Offboarding
    • Ensure smooth and compliant onboarding procedures, including medical examinations, accommodation arrangements, orientation programs, and issuance of work passes.
    • Coordinate end-to-end offboarding processes, including cancellation of work passes, clearance of outstanding matters, and coordination of exit logistics.
  • Work Pass and Quota Management
    • Administer application, renewal, and cancellation of Work Permits, S Passes, and other relevant work passes in full compliance with MOM guidelines.
    • Monitor pass validity and manage quota usage to support operational needs while ensuring compliance with regulatory caps and company policies.
  • Liaison with Authorities and Regulatory Compliance
    • Act as primary point of contact with MOM and relevant authorities on all matters related to blue-collar foreign workers, including inspections, audits, and policy updates.
    • Stay updated on changes in foreign manpower regulations and ensure timely communication and implementation across relevant functions.
  • Documentation and Reporting
    • Maintain accurate and up-to-date records of all foreign workers, including employment contracts, work pass documents, and personal details.
    • Generate reports on foreign workforce metrics, pass status, quota utilization, and other key indicators for internal review and external reporting as required.
  • Process Improvement and Policy Implementation
    • Review and enhance processes related to foreign worker management to improve efficiency and ensure compliance.
    • Support the development and implementation of HR policies and SOPs relating to the management of blue-collar foreign workers.
  • Stakeholder Engagement
    • Work closely with internal departments and external partners (e.g., employment agencies) to ensure a seamless foreign worker experience.
    Requirements
    • Degree in Human Resource Management or related discipline.
    • At least 3-4 years of relevant HR experience in foreign worker management.
    • Strong knowledge on Singapore employment law, MOM regulations, and Work Permit / S Pass processes.
    • Strong communication and coordination skills.
    • Meticulous and able to work independently in a fast-paced environment.
    • Familiarity with overseas recruitment channels and international hiring processes.
