About Our Client

Our client is a leading A1 main contractor. They provide one-stop business solutions with integrated civil engineering, in-house construction-related business, resource and transportation, production of ready-mixed concrete and asphalt premix.

They have extensive experience and track record across the residential, mixed-use as well as industrial and commercial sectors, and property development projects ranging from small to large scale.

Human Resource Manager (A1 Main Contractor)

Job Description:

  • Oversee day-to-day HR operational processes and general administration services;
  • Timely recruitment of all positions to meet manpower needs;
  • Manage and maintenance of staff contract and personnel files;
  • Handle on-boarding and off-boarding process;
  • Manage employee relations and employee grievance matters;
  • Familiar with all governmental related grants;
  • Responsible for all Work Passes, application/renewal/cancellation;
  • Work closely with stakeholders on people management plans, including headcount planning, organizational and team structure plans, performance management, staff development plans design, for internal staff to meet the business objectives;
  • Timely submissions of all mandatory government surveys;
  • Office property management, corporate and office administration duties;
  • Manage and maintain the necessary records in accordance with regulations and also for the various certifications attained by the company;
  • Ensure all HR and administration operations are complied with all regulations;
  • Monitor HR cost and administration expenses;
  • Oversee the monthly payroll and ensure timely and accurate payroll delivery. Prepare reports and resolve any payroll problems or discrepancies;
  • Determine skills gaps, key development areas, and appropriate learning interventions in collaboration with external training vendors;
  • Review staff policies/employee handbook and implement best practices;
  • Able to handle confidential matters;
  • Plan ahead and is proactive in managing manpower issues and forecasts;
  • Perform any other and ad hoc duties as assigned from time to time.

Job Requirements:

  • Degree in Human Resources Management or related discipline;
  • At least 5 years of relevant managerial experience;
  • Proficient in MS Office Applications (Word, PowerPoint, Excel etc.);
  • Strategic communicator, verbal and written, effectively frames and shapes conversations, able to deliver difficult messages;
  • Diligent, tactful and firm with high ethical standards, willing to be hands-on where needed;
  • Possess strong foundations in employment law, HR & Administration operations and processes;
  • Successful proven experience in managing the end-to-end recruitment project along with the ability to manage multiple stakeholders at different stages of the recruitment life cycle;
  • Outstanding attention to details, follow-up and organizational skills;
  • Independent and fast worker;
  • Preferably from the construction industry but not mandatory.
