Admissions and Service Centre (AASC) has a team of financial counsellors who provides timely and accurate financial estimates/information on patient's hospital stay based on treatment or procedure. The role requires you to support Senior Manager, Inpatient Operations, in facilitating the day-to-day smooth running of the ground operations at all times and hospital wide projects/initiatives. To ensure that the team performs to their best capabilities through continued system and process enhancements as well as effective communication and coordination between the department and various stakeholders both internal and external.

Responsibilities:

You will be responsible for the following**:

Hospital-wide Financial Counselling (FC) training

  • Provide advice/guidance on all FC related matters including hospital wide FC training to all staff performing FC on the ground.
  • Develop training materials, formulate training schedules, refresher courses to raise competency and knowledge of FC within the ground team with aim to enhance AH's services to our patients and their loved ones.
  • Maintain elearning courses for FC.

Auditing and Checking of Monthly admission reports & National Forms (MCAF-M and NEFR)

  • Ensure completeness of all National Forms are filled and scanned in eForm in SAP and biweekly MCAF-M and NEFR are submitted to MOHH timely.
  • Liaise with respective departments/staff and MOHH for any missing forms, or incomplete submissions so as to avoid any MOHH audit issue.
  • Ensure daily admission reports are updated and compiled to be submitted to Senior Management as part of AASC's monthly reporting.
  • Adhere to the policies, procedures, compliance, audits, standards protocols in the organization.

New/Existing Workflow Implementation and System Enhancement

  • Oversee work processes, policies, directives, SOPs and deliver high standards of efficiency, service and quality across inpatient operations.
  • Work with managers and key stake holders from other departments to review workflows periodically for a positive experience for patients along the continuum of care and achieve patient satisfaction targets.
  • Work and conduct reviews, quality control and drive/lead improvements and enhancements including systems testing and fixes.
  • Manage projects and exploit appropriate new technologies to achieve cost savings and competitive advantage.

Staff Management

  • Responsible for overseeing daily operations and manpower planning, including rostering, financial counselling, administrative/operational matters and partnering key stakeholders to refine systems and processes.
  • Supervise a group of staff and responsible for recruitment, onboarding, training, mentoring, development and retention of staff.
  • Troubleshoot ground issues and escalate to higher management if issues cannot be resolved or need further clarification/advice, e.g., staff feedback or disputes, disciplinary issues, etc.

Other Departmental Duties

  • Perform handover duties for staff who are required to close ward counter for the day and ensure documentation are in order by ensuring all merchants' receipts are enclosed in handover and cash amounts collected at the wards tally for the day.
  • Ensure all eBARFs and merge request cases are raised timely and correctly within the department.
  • Contribute and support business development initiatives, perform data analysis and manage process improvement projects.
  • Budgeting, planning, submission of proposals, performance management and risk management

  • To ensure timely execution of operating and capital budgets for the assigned functional areas, including department supplies inventory.
  • Undertake and execute new projects and any other assignments from time to time as delegated by Operations manager.

Requirements:

Qualification Required and Area of Discipline

  • Recognised bachelor's degree from any discipline

Required Competencies and Capabilities (Skills, Experiences and Professional Licences)

  • Experience in hospital Financial Counselling is preferred.
  • Independent, dedicated, selfdriven, meticulous and resilient.
  • Excellent organisational and coordination skills, including communication and interpersonal skills to deal with diverse spectrum of people with positive "can do" attitude.
  • Strategic and critical thinking as well as decisionmaking and negotiations skills.
