Job Description

We have a consultancy agreement with a company that will be setting up a worker's dormitory. They would require us to advise them on certain processes (ie; mainly billings and AR) and work with them to implement and finetune. The dormitory is slated to open around end of 2025 or early 2026. There will also be regular interactions with the company to work through and implement the processes.

Below are the extracted relevant information from the consultancy agreement. The deadlines are subject to changes.

FRAMEWORK DEVELOPMENT AND SETUP OF BILLING AND ACCOUNTS RECEIVABLES PROCESS

The Strategic Partner shall, together in consultation with NESST, co-develop and set-up a billing and accounts receivables process ("B&AR Process"). The Strategic Partner's scope of works and deliverables are as follows:

Scope

1) The Strategic Partner shall co-develop with NESST SOPs for billing and accounts receivables ("AR") (e.g. invoice generation, payment, late payment calculation & management, customer communications) (i.e. different stages of reminder letters and eviction notice). The Strategic Partner shall also identify process inefficiencies & corrective actions, if any.

2)The Strategic Partner shall co-develop with NESST a framework on end-to-end revenue streams coverage and management for finance staff to identify all sources of revenue (including but not limited to rent, service fees, utilities and penalties).

3) The Strategic Partner shall work with NESST's appointed vendor(s) to ensure proper setting up of the Finance Billing System.

4)The Strategic Partner shall perform assurance check before system go-live.

Deliverables

1)Deliver a comprehensive billing & AR policy manual with SOPs on various escalation policies, clear roles and responsibilities of finance team and process flow charts.

2) Deliver a revenue tracking framework and corresponding template(s) for integration into the Finance Billing System.

3) Provide advisory on setup of an integrated Finance Biling System with the DMS from third-party provider with e-invoicing, automated billing communication and reminders to customers and conduct table-top exercise on billing process

4) Conduct test runs with NESST to endorse and recommend remedial actions (if any) for:

i)Billing and Accounts Receivables Policy Manual

ii)Revenue Tracking Framework and Mechanism (including, tracking of specific metrics such as average room rate and occupancy)

iii)An integrated Finance Billing System with automated customer communications

The test runs should ensure the integrity of systems and processes as well as identify corrective actions to address findings (if any). NESST reserves the right to request an additional test run if the targeted test run(s) fails to meet expectations.

The Company may assign portfolios or roles in addition to those above and/or vary the scope of responsibilities according to business requirements.
