Singapore U.S. Army Corps of Engineers Full time

**Duties**:

- Serves as the Supervisory Contracting Officer for the Philadelphia District’s Construction contracting mission.
- Designs and manages through the acquisition business process strategies to support the District’s Construction contracting program mission.
- Strategies should leverage acquisition reform initiatives to ensure responsiveness to aggressive schedules and complex program requirements that may require non-traditional contracting solutions.
- Administers long-term, complex contracts for procurements of construction and construction related supplies and services affecting major agency programs and having significant impact on contactors' operations and on local geographic areas.
- Supervises a team of up to 5 contracting professionals assigned to the Construction Branch varying in grades from GS-07 to GS-13.
- Executes a full range of pre-award and post-award functions in support of the District’s Construction contracting program and related mission critical acquisitions.

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This is a Critical Acquisition Position. Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive the following requirements are mandated.
- This position requires a financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the incumbent to travel up to 10% of the time.

- **Basic Requirement for Supervisory Contract Specialist**:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
- OR
- Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

- **Specialized Experience**: One year of specialized experience which includes (1) Performing pre-/post-award functions such as; planning acquisitions, contract negotiation or monitoring performance; (2) Ensuring acquisitions are conducted in accordance with laws, regulations, while resulting in best value to the Government; AND (3) Providing leadership to contracting or other acquisition staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

However, most employees commute through public transportation or high-speed rail. The Army currently provides up to $300 per month for mass transit subsistence.
