- Supervises and provides technical guidance to contract specialist on all aspects of pre
- and post-award acquisition and contract activities.
- Leads a team of acquisition professionals in all aspects of the contracting process.
- Managing and overseeing various operational and policy acquisition activities for the division made up of acquisition professionals.
- Providing comprehensive direction in effecting the overall activities of the acquisition professionals,
- Interpretation and implementing policies and procedures of all phases of the procurement process.
- Participating in the formulation of short and long-range plans, goals, and other objectives, work plans, budget requirements, policies, procedures, and practices governing the acquisition program.
- Managing all work related to contracts, including planning and assigning work and managing personnel.
- Researches and determines or recommends appropriate actions or interpretations of issues that impact the ability of the customers to achieve desired results.\
- Utilizes technical and business writing to document contract awards and correspond with stakeholders and contractors.
- Assesses developmental and training needs and provides guidance and direction to specialist in meeting training and certification requirements.

**Qualifications**:
**Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.**
**Basic Requirement**:
**AND** Completed A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.- Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

- **Specialized Experience**:
**GS-14**: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the **GS-13** level in the Federal service (obtained in either the public or private sectors) performing (5) of the (6) duties listed below:
- 1) Supervising contract specialist on acquisition and contract activities to include planning and/or organizing work;
- 2) Providing technical advice on a wide variety of Federal contracting laws, regulations, policies, processes and procedures; and/or contract types applicable to pre-award and post-award actions;
- 3) Implementing operational oversight in contracting negotiations, administration, proposal reviews, and price and cost analysis principles;
5) Utilizing qualitative and/or quantitative methods to assess program effectiveness, analyze problems, and/or make appropriate recommendations;
- 6) Leading staff by evaluating work performance and giving advice, counsel, and/or instruction to develop skill level or address performance issues?**Documenting Experience**:
