[What the role is]
NEA’s Pollution Control 1 Division (PCD1) administers the Environmental Protection and Management Act (EPMA) and its Regulations to manage and control air, water and noise pollution, and hazardous substances, and toxic industrial waste at industrial and trade premises.
**[What you will be working on]**
As part of the team, you will be responsible for the following:
- Lead and command teams to respond swiftly to environmental pollution incidents onsite, during and after office hours. Key responsibilities include rapidly evaluating the situation onsite, directing teams to assess environmental and public health impacts, and coordinating with multiple stakeholders to implement timely mitigation/containment measures
- Oversee the development, review, and implementation of the Concept of Operations (CONOPs), Standard Operating Procedures (SOPs), and Work Instructions (WIs) for the response and management of environmental pollution incidents, which may involve cross agency collaboration and coordination
- Develop plans for environmental monitoring and response during scenarios, as well as plan, conduct, and/or participate in exercises testing out these scenarios
- Lead the procurement and equipping plan for the environmental pollution incident response team, which includes mobile laboratory and analytical equipment
- Oversee the routine maintenance and calibration of the laboratory and analytical equipment to ensure operational readiness, including restocking of dispensables and coordinating with external vendors
- Plan and conduct regular training programmes to enhance the competency of members in the environmental pollution incident response team
- Inspect high-risk industrial premises to understand their processes and potential environmental and public safety hazards, building essential knowledge to guide decision-making should incidents arise regarding response plans, environmental monitoring measures, and pollution mitigation measures
- Investigate complex environmental pollution cases.
- Prepare reports and presentations to senior management on environmental-related issues
**[What we are looking for]**
- Degree in any Engineering or Science discipline, preferably in Chemical/Environmental Engineering or Environmental Chemistry
- At least 9 years of total working experience, including experience in 1 or more of these areas: emergency response, environmental health & safety, operations management and planning, environmental sampling/analysis, environmental mitigation, pollution control for industrial facilities, or similar
- Strong leadership capabilities with demonstrated ability to command and direct teams effectively
- Possesses a Class 3 driving licence
- Able to work on weekends and after office hours, when required
- Possess strong analytical and problem-solving abilities
- Mature, independent and resourceful
- Organised and able to multi-task
- Good writing, communication and interpersonal skills
- Proficient in Microsoft Office
