Job Overview:
The Workforce Management Specialist plays a crucial role in managing the company's workforce needs, particularly in recruitment and administration of local and foreign workers. This includes sourcing, interviewing, and recruiting staff and site workers to meet project manpower requirements. The specialist will manage the end-to-end recruitment process, including job postings, interviews, offers, and onboarding.
Key Responsibilities:
- Recruitment & Staffing: Source, interview, and recruit staff and site workers to meet project manpower requirements. Manage the end-to-end recruitment process, including job postings, interviews, offers, and onboarding. Liaise with employment agencies, training providers, and subcontractors on manpower needs.
- Work Pass & Foreign Manpower Management: Handle applications, renewals, cancellations, and appeals for Work Permits (WP), S Pass, and Employment Pass via WPOL and EPOL. Maintain compliance with MOM's foreign worker quota, levy, and housing regulations. Track pass expiry dates and ensure timely renewals to avoid disruption to operations.
- HR Operations & Administration: Prepare employment contracts, HR letters, and maintain accurate employee records. Manage attendance, leave, and payroll-related administrative support. Ensure compliance with company policies, Employment Act, and workplace safety requirements.
- Employee Relations & Engagement: Act as the first point of contact for staff and workers on HR-related matters. Support welfare, engagement, and training initiatives to enhance staff retention. Assist in handling grievances and disciplinary matters in accordance with company policies.
Requirements:
- Minimum 2–3 years of experience in human resources, preferably in the construction industry or manpower supply sector.
- Strong knowledge of MOM regulations, WPOL/EPOL systems, and foreign worker management.
- Familiarity with work pass quota, levy, and housing requirements.
- Proficiency in Microsoft Office applications (Word, Excel, Outlook).
- Good communication and interpersonal skills; able to liaise with diverse workforce (local and foreign employees).
- Strong organizational skills and attention to detail; able to manage multiple tasks under tight timelines.
- Preferably familiar with payroll systems and basic HRIS software.
- Bilingual in English and Mandarin is an advantage.
