What the role is: The ChallengeThe operating environment of the Public Service is undergoing fundamental and rapid change. The issues we face are complex and multi‐faceted, which poses challenges to the way the Public Service operates and organises itself. Internally, our shifting demographics have necessitated a new approach to the way we engage our workforce and design our workplaces, while the pervasiveness of technology has fundamentally changed the way we conduct our business. To prepare the Public Service for these changes, we need to amplify the scale and spread of engagement to bring more Public Officers along on the Public Sector Transformation (PST) movement. Through these efforts, we hope to transform the culture of the Public Service and build a Public Service that is better equipped for the challenges ahead, to better serve Singapore and Singaporeans. What you will be working on: You will be responsible for driving key initiatives that will engender greater participation, interest and engagement in our Public Sector Transformation movement. You will need to work with partners across Government to deliver on these initiatives, which would include conceptualising and executing physical/virtual engagement events, administrating the Public Sector Transformation Awards and identifying and executing strategies to build critical capabilities across Whole Of Government which would allow transformation to be carried out at all levels of the Public Sector. Plan, coordinate and oversee operationalisation of the senior leadership forums, middle management dialogues and staff conference events (e.g. Public Service Conference), including events budgeting, logistics arrangements and admin briefing materials etc. Develop and implement engagement strategies and narratives to reach the wider Public Service audience on transformation efforts and capabilities through various events or initiatives e.g. Public Service Week, Public Sector Transformation Awards, workshops on capabilities building etc. Conceptualise, design/develop and deliver digital communications to achieve internal and external engagement communication objectives. Types of creatives include electronic direct mailers, infographics and newsletters, etc. Manage the full suite of PST Awards administration as the Awards Secretariat, this includes establishment/review of awards criteria, appointment of panel judges, collaboration with WOG stakeholders on the nominations, assessment process and final presentation of the awards. What we are looking for: We work in a start‐up‐like environment and are looking for motivated individuals who can work autonomously in a fast‐paced environment. Applicants should be comfortable with ambiguity, be action‐focused, and be comfortable to explore new ideas, concepts and work them to deliver on a desired outcome. Key Competencies and Experiences Required (Thinking Clearly and Making Sound Judgements): Strong analytical and critical thinking abilities. Able to work with ambiguity and loosely defined problem spaces, and investigate to sense‐make, propose and implement sound and timely solutions. (Working Effectively with Stakeholders): Work closely with other departments and public agencies to implement (and if necessary, customise) engagement initiatives to engender greater participation and interest in Public Sector Transformation. Influence and mobilise all parties to see beyond individual goals towards a collective purpose, and to co‐create solutions for a common good of providing wellbeing support for public officers. (Programme and Project Management): Plan, implement, monitor and control all aspects of our engagement initiatives, strategically utilising resources to achieve the objectives within the agreed timelines, costs and performance expectations. This also includes gathering of customer feedback and key insights to identify areas for improvement, implementing enhancements to improve delivery of subsequent engagement initiatives. Attention to detail is critical in this role. (Events Organisation) Organise events e.g. awards ceremony and conferences which can be physical, virtual or hybrid format. This includes conceptualisation of the programme flow, engagement activities, liaison with stakeholders and management of logistics and budget. Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting. Successful candidates will be offered a 2‐year contract in the first instance.
