**What the role is**
- The operating environment of the Public Service is undergoing fundamental and rapid change. The issues we face are complex and multi-faceted, which impact the way the Public Service operates and organises itself. Internally, the changes in workforce profile have necessitated a new approach in how the workplace is designed, while the pervasiveness of technology has fundamentally changed the way we conduct our business. To prepare the Public Service for these changes, we have begun the journey towards Public Sector Transformation. We seek to continually transform the Public Service to better serve Singaporeans. We do this by championing Public Sector innovation, transforming citizen and business service delivery, building a future workplace, and supporting transformation efforts in the Ministries and Statutory Boards. Key Responsibilities You will be part of the Public Sector Transformation Group (PSTG) and will report to the Director (Public Sector Transformation). PSTG is in charge of driving the Public Sector Transformation (PST) movement, which aims to build our future Public Service to be ready and able to build our future Singapore. As strategist of the PST movement, PSTG will define the PST outcomes and targets, and set up the necessary governance structures and processes to ensure we achieve these targets with ambition, alignment, and action. As change catalyst, PSTG will set the scale and pace of change and drive business process re-engineering across citizen and officer journeys and work processes to ensure PST is deep and pervasive. As mobiliser, PSTG will continue to roll out mass initiatives to mobilise and engage officers to come on board PST, and ensure that PST is real, relevant, and relatable to all public officers and the work they do.

**What you will be working on**
- You will: - Lead and coordinate the whole-of-government regulatory review effort, to lower the regulatory cost and burden that Government imposes on businesses and citizens. This includes the following: o Drive cross-cutting areas of regulatory review that can catalyse innovation and productivity and have a Service-wide impact. o Work with the domain leads to review and streamline rules in the economic, infrastructure and social domains. o Drive innovative approaches to enforcement across the Public Service (e.g. joint enforcement) where agencies are able to cross-enforce each other’s rules, and develop the necessary levers and legislative powers to enable this. o Promote regulatory best practices across the Public Service and contribute to building up the regulatory and enforcement workforce and capabilities. o Develop and exercise tools and levers that recognise and encourage good regulatory practice (e.g. the Regulatory Excellence Award). - Strategise and implement a range of initiatives to enhance our organisational culture in the Singapore Public Service. Aspects of culture could include innovation, a spirit of learning, collaboration and leadership. The scope of work will include: o Providing strategic advice and secretariat support to the PST-People Committee. The PST-People Committee aims to unlock the energy and potential of all Public Officers and push for relevant policy or programme interventions at the Service-wide level. o Strategising and administering a multi-year innovation campaign targeted at all Public Officers, known as the Public Service Innovation Challenge - Million Hours Challenge. This includes understanding various public agencies’ needs to carry out the campaign in their own contexts, working closely with specific agencies to organise events to celebrate innovation, orchestrating resources to support agencies’ participation in the campaign, among others. o Developing the channels and mechanisms for internal rules that are impeding Public Officers’ work to be surfaced and reviewed. o Developing contacts and knowledge relating to thought leaders, innovation/organisational development units, practices, methods and tools that can improve organisational culture and innovation, and continually keep abreast of global developments in the organisational innovation space.
