Singapore Public Service Division Full time

**What the role is**
- The Challenge Over the past five decades of nation building, the Singapore Public Service has continuously transformed to stay ahead of the challenges brought about by rapid technological changes, disruptive business and operations models and changing social-demographics and public expectations. Another key driver of change that has become more pressing in recent years is that of resource scarcity, in terms of both manpower and budget. The resident workforce in Singapore is ageing fast and projected to decline in absolute size by the end of this decade. Our fiscal budget is also getting much tighter, with significant expenditure increases projected in healthcare and infrastructure. With limited resources, the Public Service will have to do things differently, more efficiently and more effectively. This is why Innovation is key in the Public Service. Reporting to Deputy Director (Public Sector Transformation), you play two key roles as an Innovation Lead - you are an Enabler of Innovation and an Innovator to drive Innovation. Being an Enabler of Innovation in the Public Service, you will plan and put in place the right conditions, both short-term and long-term, to promote innovative actions among all public officers. This will broadly include 4 Cs, namely: - Building an innovative Culture to support transformation, - Developing Capability to support officers in innovating within and across the Public Service, - Nurturing Champions for Innovation, and - Celebrating innovative efforts. The way we drive Innovation must also transform continuously in order to innovate with scale, speed and relevance. As an Innovator for Innovation, you will need to seek out new ideas and approaches and not be afraid to learn and unlearn as well as challenge the status quo, so as to engage and rally everyone in the workforce. Keeping tab on the innovation progress is also an important part of driving progress.

**What you will be working on**
- You will be guided by a senior leadership team and partners/Innovation practitioners who will work together with you to define and implement innovation strategies. You will also lead a secretariat team to organise and drive the outcome collectively. Key projects you will be working on include, inter alia: - Articulating and implementing overall strategy to drive innovation and design thinking within the Public Service;
- Working with key stakeholders (Public Service and external) to organise brownbags, training and learning journeys to support our innovation agenda;
- Drive PSD’s efforts to increase the spread and scale of the Million Hours Challenge initiative within the Public Service;
- Mobilising the innovation community to be champions for innovation; and - Assessing innovative projects for recognition under the Public Sector Transformation Awards, or for further financial/technical support.
