Job Purpose

The High Performance Manager (HPM) oversees the development and implementation of a comprehensive athlete development system, encompassing national team high performance programmes and their developmental pathways.

This role reports directly to the General Manager and involves monitoring and supporting coaches. The HPM must seek approval from the Board and Joint Management Committee for all decisions regarding planning and execution of HP programmes and pathways.

Key Duties/Responsibilities1. HP Planning and Management
  • Develop, monitor, and evaluate high performance programmes and pathways through annual work plans and performance indicators established within the Multi-Year Sport Plan (MYSP).
  • Collaborate with key stakeholders, including Singapore Silat Federation, Sport Singapore Institute, National Youth Sports Institute, and Singapore National Olympic Council.
  • Implement long-term performance analysis tools and reporting mechanisms for programme evaluation and monitoring.
  • Provide quarterly reports on high performance programme initiatives, detailing final results versus performance objectives and recommendations for future improvements.
  • Ensure effective communication with coaches and athletes regarding programme objectives and expectations.
2. Budgeting
  • Devise and manage high performance programme budgets, ensuring transparency and accountability.
  • Oversee and track expenses related to national team training and competitions.
  • Prepare expenditure statements against approved budgets for training and competitions.
  • Collaborate with Finance/HR to prepare and submit financial schemes and grants for national teams.
3. Programme Management
  • Coordinate the delivery of high performance programmes and pathways, aligning with approved budgets.
  • Establish and maintain reporting and performance monitoring systems, meeting SSI & NYSI requirements.
  • Work closely with national coaches to develop annual high performance national team training and competition programmes.
  • Support the implementation and evaluation of long-term training and competition plans for high performance national teams.
4. Sport Medicine/Sport Science Support
  • Collaborate with sport medicine/sport science divisions at SSI & NYSI on various aspects of training, including biomechanics, nutrition physiology, psychology, strength and conditioning.
  • Manage the anti-doping programme, communicating with registered testing pools and whereabouts information.
5. Athlete Management
  • Oversee procedures relating to human resource policies and financial matters pertaining to athletes.
  • Recruit and renew contracts for high performance national team athletes and coaches.
  • Ensure athletes adhere to weekly, monthly, and annual competitive training programmes.
6. Committees & Policies
  • Attend high performance-related meetings, coordinating agendas and drafting meeting minutes.
  • Submit periodic reports and meeting minutes to the SSF HP committee.
  • Handle matters related to coaches and athletes' code of conduct and discipline.
  • Review, revise, and develop policy documents as required.
