About the Role
Fencing Singapore (FS), the High Performance Sport Institute (HPSI), and the Singapore Sports School (SSP) are seeking a dynamic and experienced individual to manage the Fencing High Performance Pathway Programme, also known as the National Fencing Programme across all weapon group. The High Performance Manager (HPM) has a critical leadership role responsible for developing and implementing a comprehensive high-performance plan to achieve national and international success in fencing.
This role supports the Programme Director and Deputy Programme Director in implementing the strategic plan, fostering a strong national team culture, and maintaining a holistic development environment for athletes. This role involves overseeing all aspects of athlete development, including managing local and overseas competitions, supporting the coaching team, training programmes, sports science and medicine integration, as well as budget matters.
Key Responsibilities and Duties
1. Strategic Leadership & Programme Development:
  • Execute Fencing Singapore's strategic plan with a focus on high-performance outcomes, under the guidance of the Programme Director and Deputy Programme Director.
  • Lead the implementation of the National Fencing Programme and High-Performance Athlete Pathway.
  • Develop and implement a medium- to long-term high-performance plan that covers athlete development for Senior, Junior, and Cadet squads across all weapon groups.
  • Collaborate with National Coaches (NCs) and National Programme Coaches (NPCs) to foster a strong team culture, manage annual plans, and deliver high-performance initiatives (e.g., National Training Centre, spexScholarship).
2. National Team Management & Athlete Development:
  • Oversee daily operations of the National Fencing Programme, ensuring smooth delivery of services and alignment with High Performance Sport Institute (HPSI).
  • Provide leadership, mentorship, and guidance to National Team squads, ensuring training, competition, and development objectives are met.
  • Monitor the well-being, performance, and training load of athletes while embedding Safe Sport practices and athlete welfare measures.
  • Supervise and mentor the High Performance Executive (HPE), providing regular feedback and professional development support to ensure ongoing growth and success.
3. Competition Planning & Delivery:
  • Plan and oversee National Team participation in key competitions (e.g. SEA Games, Asian Games, Olympic Games, World Championships, FIE events).
  • Lead local trials, competitions (local & overseas), logistics, travel, and athlete welfare arrangements.
  • Establish frameworks for pre-event preparation, on-site support, and post-event review and reporting.
4. Policy, Governance & Administration:
  • Develop, review, and maintain high-performance policies (e.g. athlete handbook, selection, ranking, national training centre guidelines).
  • Handle appeals, requests, and athlete selection matters.
  • Manage administrative and financial duties, ensuring effective resource allocation and compliance with organisational policies.
5. Sports Science, Medicine & Performance Innovation:
  • Partner with HPSI and other specialists to integrate sports science, physiotherapy, and medical support into the programme.
  • Drive injury prevention strategies and ensure access to timely athlete care.
  • Stay current with developments in fencing regulations, sports science, and performance technology to enhance athlete outcomes.
6. Stakeholder Engagement, Evaluation & Resource Development:
  • Build strong relationships with athletes, coaches, parents, sponsors, government agencies, and local and international fencing communities.
  • Communicate progress and programme updates effectively to stakeholders and partners.
  • Lead monitoring and evaluation of athlete development and programme performance, implementing improvements based on feedback and best practices.
  • Collaborate with internal and external partners to secure funding, sponsorship, and resources that sustain and drive the growth of high-performance initiatives.

The ideal candidate is a strong leader and team player with excellent communication, organisational, and problem-solving skills. They should be adaptable to a dynamic environment, comfortable working with people of diverse nationalities, and willing to work outside standard hours and travel overseas when required. A strong understanding of elite athlete development pathways and a commitment to supporting athletes in reaching their full potential are essential.
Key Qualifications and Attributes:
  • Experience: At least 4 years of relevant experience in high-performance sport, with 2 years in a supervisory or leadership role. Experience in fencing or an Olympic sport of a similar nature is preferred.
  • Leadership & Communication: Excellent leadership, interpersonal, and communication skills (written and spoken English), with the ability to engage and inspire athletes, coaches, and stakeholders.
  • Adaptability: Flexible and comfortable working in a dynamic environment, with occasional requirements to work outside of standard business hours and undertake overseas travels as Team Manager.
  • Cultural Competence: Demonstrated ability to work effectively with people of diverse nationalities and cultural backgrounds.
  • Operational Excellence: Strong administrative and project management skills, including proficiency in spreadsheets, data analysis, and process optimisation tools.
  • Problem-Solving: Strong analytical thinking and the ability to simplify complex matters for diverse audiences.
  • Drive & Initiative: Proactive, resourceful, and able to plan, own, and deliver projects that advance departmental objectives.
  • Teamwork & Resilience: Ability to thrive under pressure and collaborate effectively in a team-driven environment.
  • Expertise: Strong understanding of elite athlete development pathways and Long-Term Athlete Development (LTAD) principles.
  • Passion for Sport: A deep commitment to athlete development and fostering a culture of excellence in high-performance sport.
  • Education: Bachelor's degree in Sports Science, Sports Management, Physical Education, Coaching, or a related field.
