Job Overview
Objective:
Define the strategic framework for Credit Administration (CAD) across the APAC region in collaboration with CAD International and Head Office. Formulate CAD roadmaps to enhance efficiency, ensure continuity, and promote sustainability of CAD operations throughout APAC nations. These roadmaps should encompass initiatives aimed at process optimization, cost reduction, and risk management. Lead the CAD teams in the APAC region to execute the Credit Administration functions in alignment with guidance from CAD-International and Head Office. Supervise and manage the APAC CAD teams effectively: Ensure the accurate preparation, verification, and updating of documentation related to credit facilities prior to system entries. Validate the authenticity of security documents executed by clients. Authorize and activate credit limits, and oversee the lodgment of credit documentation into the Bank's systems as necessary. Prepare, validate, and distribute documentation reports; assist management in controlling various risks within the framework of Group policies, approved appetite, and regulatory standards. Serve as the primary contact for managing stakeholder relationships across various business, product, and support areas to facilitate problem resolution and provide value-added advisory on CAD processes, aiming for exceptional customer service. Cultivate a pool of CAD talent within the APAC region.Key Responsibilities:
Security and Documentation Management
Assist in the drafting and evaluation of standard and non-standard documentation, security-related documents, internal and external legal opinions, and other condition precedent documents in accordance with sanctioned credit approvals. Ensure all security and support documents are duly executed and authorized. Collaborate with Product Specialists, Coverage, Credit, and Group Legal as needed to finalize the documentation process before encoding facility limits in the system. Secure approvals from relevant authorities for any deferrals or waivers of incomplete documents. Address existing discrepancies or deficiencies in documentation as necessary. Maintain up-to-date security documents and collaterals within the Bank's systems. Conduct periodic verification to ensure all required security and support documents are physically held in safe custody during credit facility renewals. Ensure the safe-keeping and archiving of credit documentation, along with periodic clean-up of outdated facility and security documents upon settlement. Review and verify approvals for the release of collaterals and security documentation, ensuring no outstanding liabilities exist. Monitor and circulate reports on documentation deficiencies (expired or deferred documents) and follow up for timely submissions or renewals.Credit Oversight
Upon receipt of an approved credit application, update customer data and encode credit limits in the Bank's systems. Activate credit limits in the Bank's systems upon completion of credit documentation. Ensure limits are accurately set up and activated in accordance with approved product types, terms and conditions, rate structures, fees, and any special instructions. Regularly maintain and review credit limits, particularly during annual review dates in the systems. Coordinate with stakeholders and collaborate closely with Head Office on limit allocations.Management Information Systems (MIS) and Reporting
Ensure the integration of accurate and timely internal and regulatory reporting. Prepare and disseminate reports related to collateral, documentation deficiencies, and other relevant matters. Work with IT on system enhancements as required. Fulfill any additional reporting requests from CAD-Head Office and management.Regional and Administrative Functions
Provide guidance, training, and interpretation of credit policies and procedures to team members and new hires. Review and ensure the smooth operation of daily business activities for APAC CAD teams. Support all CAD functions, including documentation and credit limit maintenance. Act as a Checker for CAD functions and provide guidance as needed. Collaborate with local teams to ensure alignment with CAD Head Office practices and adherence to credit policies. Meet service level agreements established with stakeholders. Engage actively with Auditors, Compliance, and Risk groups to manage CAD-related matters. Supervise team members to ensure smooth business operations and adherence to departmental workflows and processes, contributing to business growth. Ensure effective implementation of Risk Control Self-Assessment (RCSA) and compliance with Standard Operating Procedures and Credit Policies. Conduct monthly communication forums and quarterly video conferences with Country CAD teams and CAD International Head Office, identifying opportunities for improvement and transformational projects. Collaborate with CAD-International Head Office to implement best practices in CAD. Liaise with local HR Business partners regarding staff performance and feedback. Develop and manage relationships with stakeholders across various business lines and support functions. Oversee effective management of staff leaves to ensure business continuity.Qualifications
Bachelor's degree with a minimum of 15 years of experience in banking. Proven leadership experience of at least 7 years. Must have experience in Credit Administration, with Credit Risk experience being an advantage. High integrity and strong business ethics. Excellent communication skills and a strong team player. Proficient in English, both written and verbal; knowledge of Mandarin is a plus. Strong interpersonal skills for effective interaction with stakeholders. Innovative, strategic thinker with analytical capabilities. Ability to develop and implement control measures to mitigate risks and enhance operational efficiencies. Good understanding of the legal environment and LMA Documentation; regional exposure is advantageous.-
