Rainbow Centre ("RC") envisions a world where persons with disabilities are empowered and thriving in inclusive communities.

The Advocacy and Community Engagement ("ACE") team leads the development and coordination of RC's communications and partnerships to advance our mission. We serve as a channel to amplify our services and programmes, bridge our clients towards stronger acceptance in the community and contribute to progressing the narrative of disability inclusion in Singapore.

Reporting to the Director (ACE), the Lead Manager will be responsible for leading initiatives that amplify our services and programmes, foster stronger community acceptance for our clients, and contribute to the narrative of disability inclusion in Singapore. You will report directly to the Director of ACE and collaborate closely with internal teams and external stakeholders.

Critical Work Functions

Brand and Communication Management

  • Multi-Channel Strategy Development: Oversee the creation of comprehensive communication strategies across digital, print, public relations, and social media platforms to effectively engage diverse internal and external audiences and drive participation
  • Programme Communication Oversight: Manage the design, development, implementation, monitoring, and evaluation of strategic communication for programmes and initiatives to ensure alignment with organisational goals
  • Narrative Crafting: Develop compelling corporate narratives, key messages, and thought leadership content to position the organisation as a prominent advocate for disability inclusion

Internal Stakeholder Engagement and Advocacy

  • Internal Communication Strategy: Lead the development and implementation of a comprehensive internal communications strategy to keep staff informed, engaged, and aligned with RC's mission and values
  • Insights Gathering: Design and execute exercises to gather insights and facilitate effective outreach to target audiences
  • Cross-Department Collaboration: Work with management, the People & Culture team, and diverse groups across RC to ensure consistent and transparent messaging that strengthens organisational culture

External Stakeholder Engagement and Advocacy

  • Campaign Development: Lead the creation and execution of advocacy campaigns aimed at raising awareness and influencing public policy
  • Stakeholder Advocacy: Actively engage with key stakeholders, including policymakers and community leaders, to advocate for disability rights and inclusion
  • Public Representation: Serve as a representative of RC at relevant events, conferences, and forums to promote the organisation's mission and objectives

Partnership Development

  • Strategic Networking: Identify and engage potential partners from sectors such as non-profit, government, and corporate to enhance advocacy efforts
  • Relationship Building: Foster strong, collaborative relationships with stakeholders to facilitate joint initiatives and resource sharing
  • Collaborative Programmes: Design and implement co-created programmes with partners that promote disability inclusion and community awareness

Reporting and Impact Evaluation

  • Impact Assessment: Develop and implement mechanisms to evaluate the effectiveness of advocacy and communication initiatives against established KPIs
  • Data Collection: Gather qualitative and quantitative data to assess programme outcomes and stakeholder engagement

Requirements

  • A good degree in social sciences, public policy, communications, or a related field.
  • Leadership Experience: Proven track record in a managerial or leadership role within advocacy, community engagement, or a related field, preferably in the non-profit or public sector.
  • Campaign Management: Demonstrated experience in developing and executing advocacy campaigns aimed at influencing public policy and raising awareness about disability issues.
  • Stakeholder Engagement: Extensive experience in building and maintaining relationships with diverse stakeholders, including government agencies, community partners, and advocacy groups.
