Why does the job exist? What is the primary objective of the job that must be achieved by the incumbent?
(i)Guide and facilitate the assigned Residents’ Networks* (RNs) in widening outreach and deepening engagement with residents. and thereby building neighbourliness and to achieve an active community.

(ii)Keep abreast of all activities, courses and events organised by the assigned RNs, and to ensure the smooth operation of the Residents’ Committee (RC)/ RN Centres.

(iii)Support the Constituency Office (CO) in promoting PA-led and PA-supported initiatives, through available engagement and communication channels.

*Residents’ Networks in this document will also refer to the Residents’ Committees (RCs) and Neighbourhood Committees (NCs).
Duties & Responsibilities
Following are the key duties and responsibilities required to be performed by the incumbent to meet the primary objective of the job. Assignment of RN will be at the discretion of the CO. Incumbent must meet PA Service Standards at all times while performing the following duties and responsibilities.

Community Building
1.Build Micro-Communities (geographically)
a)Encourage and facilitate residents to self-organize and form micro-communities (i.e., revolves around mutual-aid or a common interest) that are self-sustaining.
b)Build and engage micro-communities geographically to promote neighbourliness and civic life in local neighbourhoods.
c)Actively champion and facilitate the formation and sustain Block, Floor, Street and Zonal Chatgroups within the neighbourhood.

2.Build Relationships and Promote Neighbourliness Amongst Residents
a)Promote neighbourliness and build relationships with residents staying in the assigned blocks.
b)Regularly walk the ground to have a good understanding of the estate and relevant issues.
c)Build last-mile knowledge and understanding of households/residents (i.e. aware of the needs and concerns of different households, which residents are vulnerable) at the floor/block/street level.

3.Strengthen Last Mile Community Building (Through the Network Centric CC/RNs Model)
a)Implement and operate smart solutions as part of the ‘Next Generation Residents’ Centres’ such as motion-sensor devices, smart access control at entrances and digital notice boards etc.
b)Develop publicity and marketing plans for CC/RN joint programmes (physical/virtual/blended).
c)Guide residents to gather information of CC/RN programmes.

Ground Sensing & Messaging
1.Gather and Monitor Ground Sentiments in the Neighbourhood
a)Gather feedback and sentiments from residents, interest group members, and informal groups on current news and/or engagement efforts.
b)Gather and monitor feedback/sentiments in zonal, block, floor, or street level.
c)Understand residents’ needs, hopes, and aspirations through regular engagements.
d)Compile and submit to CO/ PA HQ on all residents’ concerns/feedback on current news, national level policies and estate related issues.
e)Analyse residents’ feedback and participation patterns at the community events using data analytics from CRM, PACES, OnePA and EMS to anticipate future needs for programme planning.

2.Messaging to Targeted Audiences
a)Curate bite-size messages to reach out to residents and volunteers on current news and Government policies.
b)Curate messages for publicity platforms and to incorporate specific messages into RN activities and programmes to address concerns of residents.

3.Social Media

a)Work with PAHQ and volunteers to develop and amplify content and disseminate communications materials.

Development and Management of RNs
1.Communication
a)Develop local communication channels/networks to keep in touch with residents to increase community connectedness (i.e. Notice Boards, Digital Display Panels, WhatsApp/Telegram platforms)
b)Prepare publicity materials for RN programmes like house visits, floor/block parties, block dialogues, street parties, etc.
c)Ensures all publicity collaterals are accurate, presentable and timely updated on all platforms in the community. (i.e. Noticeboards, Digital Display Panels, and Social Media platforms.)

2.Programme Development
a)Mobilize residents in the zonal, block, floor, and street to co-create programme in the neighbourhood.
b)Provide information and handle enquiries from residents and public on the programmes and services provided by the assigned RNs.
c)Organise, support, and attend estate walkabouts and house visits.
d)Support WOG last-mile access to households/residents (including ad-hoc initiatives like masks/hand sanitizers distribution, groceries voucher distributions etc.)

3.Developing RNs
a)Work with Grassroots Leaders (GRLs) and community volunteers to maintain and build up database of residents.
b)Monitor and expand outreach/ deepen engagement to residents in assigned portfolios.
c)Develop outreach plans to bring residents together and attract community volunteers
d)Develop engagement plans to encourage and mobilize existing community volunteers to participate in projects.
e)Recruit, train and sustain GRLs and community volunteers in the RCs.
f)Engage residents from informal groups in the neighbourhood to join as GRLs or community volunteers.
g)Engage residents from the interest groups in the neighbourhood to join as GRLs or community volunteers.
h)Attends monthly or ad-hoc meetings of assigned RCs to facilitate the meeting for effective implementation of the engagement plans.

4.Management of RNs/ RCs/ NCs
a)Provide management to 2 RNs/ RCs/ NCs.
b)Using the Smart/ Digital tools and resources to concurrently run RC centres efficiently and remotely. This includes:
a.Managing the smart access system to enable residents to access the centres during operating hours.
b.Manning the CCTVs for safety and security.
c.Ensuring the content of the digital notice boards are updated.
d.Safekeeping and maintaining the digital tools and equipment.
e.Supporting the RN members in their remote activities/programming support through use of teleconferencing tools (such as Zoom) and setup of live-streaming equipment.
c)Ensure RN/RC centres and premises (e.g. TOL facilities, RC extensions etc) are tidy and clean (through engaging a vendor) and that they should meet the SGClean standards
d)Ensure that RN/RC centres and premises (e.g. TOL facilities, RC extensions etc) are well maintained.

5.Administrative Support
a)Ensures proper financial governance in the assigned committees.
b)Monitors budget requirements and expenditure in the assigned committees.
c)Performs administrative duties (such as filing, typing, posters designing and dispatch of minutes and circulars to GROs) to support the functioning of RC.
