Programme Management Specialist

Position Overview
The staff plays a key role in the Programme Management Office to assist in the planning and oversees the implementation of mission critical Patient Management systems to integrate with the new Billing Transformation programme.
He/She oversees all aspects of assigned programme throughout project lifecycles to ensure completion within the defined scope, quality, time and cost constraints. He/She ensures accurate allocations of resources & budget throughout the programme. He supports multi-disciplinary teams, composed of various levels of personnel, vendors, and clients to create and deploy the programme successfully.
He/She is confident and decisive in leading projects, overseeing the completion and integration of inter-dependent projects and parts. He has excellent communication skills, capable of effectively influencing various internal and external stakeholders.
Role & Responsibilities
1. Set programme/project management framework
• Provide inputs and support to develop the programme & project management framework, templates, tools and systems to deliver cost, time and quality metrics
• Support the Snr Project Manager in governance of project management framework through audits
• Guide team in adoption of the set framework at the appropriate level
2. Develop programme plan
• Develop the integrated programme plan including detailed activities, resource planning, cost estimation per project
• Work with stakeholders to establish and gain consensus on project goals, objectives and deliverables
• Review programme plan to determine time frame, funding limitations, procedures for accomplishing programme/projects
• Procure programme/project requirements such as workforce, required information, various agreements and material or technology needed
• Guide team to deliver plans aligned to overall program objectives
• Set expectations for periodic and milestone reviews including status reports, programme & project risk identification and other dashboards
3. Implement programme
• Drive programme to meet schedules, budget, manpower and technical quality targets
• Drive programme discipline to document scope changes, issues and risks that affect implementation
• Work with users, technical staff and management to determine and resolve issues associated with programme implementation
• Conduct regular reviews to recommend schedule changes, cost or resource adjustments
• Drive strong user engagement to ensure high user satisfaction, ensure there is sufficient engagement and communication with key stake-holders like the clusters’ management, CXOs, other Heads of Departments and external agencies (eg. MOH)
Requirements
• Degree in Computer Science or equivalent
• At least 3-5 years of project managerial experience with hands-on experience in seeking funding, IT system procurement, project implementation, system integration, system operations and vendor management in medium-scale to large-scale projects
• Experience in healthcare industry projects is an added advantage
• Strong stakeholder engagement skills to manage multiple stakeholders including users, CFOs, senior management, IT teams, project teams, vendors and MOH
• Strong problem solving and decision making
• Excellent analytical skills with “big picture” mindset and attention to relevant details
• Resilience, drive and get-things-done-correctly mindset
• Ability to work in a VUCA (volatility, uncertainty, complexity and ambiguity) environment
• Ability to manage stress and workload effectively
• Effective and strong written, verbal communication and presentation skills
