Role Responsibilities

Strategy

Contribute to the overall vision, strategy and direction for CFCC, Singapore & ASEAN Cluster (Malaysia, Thailand and Vietnam) and drive its implementation for the FCC function in alignment with the broader strategic agenda of the Group and Singapore business. Translate the overall CFCC cluster strategy into operational plans for FCC Singapore and an oversight over FCC in ASEAN Cluster (Malaysia, Thailand and Vietnam). Ensure that there is adequate support (people, processes, tools, frameworks, systems) in FCC, Singapore to support sustainable business growth and address FCC risks. Additional oversight of FCC teams in ASEAN Cluster (Malaysia, Thailand and Vietnam) in the delivery of these responsibilities.

Business

Analyse and provide strategic advice on comprehensive impact of FCC regulatory matters on the relevant business areas and their operations in order to facilitate compliance to regulations and to safeguard the bank from related regulatory, monetary and financial risks. Ensure that key changes (to laws, rules, regulations) are communicated and cascaded (in country), in coordination with group communications, including the Singapore related regulations which are applicable to the ASEAN Cluster (Malaysia, Thailand and Vietnam). Support relevant stakeholders to make decisions based on current and possible future policies, practices, and trends. Ensure appropriate advice is provided to the relevant stakeholders on the interpretation and application of regulatory expectations, laws, best practices and policies related to FCC. Support Head FCC in the ASEAN Cluster (Malaysia, Thailand and Vietnam) in the discharge of the above responsibilities.

Processes

Recommend for approval by the relevant Risk Committee in Singapore, appropriate policies/processes/POls to address FCC risks in Singapore, aligning them with relevant regulatory requirements. Advise and challenge Senior Management in Singapore to ensure that they establish and monitor appropriate processes for compliance with FCC policies, procedures and standards (including meeting regulatory obligations and maintaining high standards of conduct). Provide governance and oversight over the implementation of FCC-related policies and procedures in the Singapore to ensure compliance with such policies and procedures. Act as Process Owners for FCC-owned processes under the Group’s Risk Management Framework, including implementation and roll out of relevant processes and DOIs in Singapore.

People & Talent

Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from the Singapore FCC team and work in collaboration with risk and control partners. Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are competent, suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks. Employ, engage and retain high quality people, with succession planning for critical roles in Singapore. Responsible for reviewing team structure/capacity plans. Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives. Regularly and on a timely basis appraise performance as well as proactively manage attrition when needed. Assess competency and skill of the team on an ongoing basis to ensure alignment of skill set to the risk management demands of the business. Ensure teams are adequately resourced and capacitised. Support FCC heads in cluster countries on the people and talent agenda.

Risk Management

Act as Country Risk Owner for Singapore under the Group's Risk Management Framework for identified FCC risk subtypes. Identify and assess sources of regulatory risks and ensure that systems and controls are appropriate to mitigate and manage risks within acceptable risk tolerance levels. Report on material regulatory FCC risks. Support FCC heads in cluster countries in this assessment and reporting. Maintain oversight of risk mitigation action plans in Singapore. Inform & advise senior management and relevant regulators in Singapore of serious regulatory breaches (or where risk tolerances have been breached) and ensure that actions are taken quickly to remediate and/or activities are ceased. Anticipate horizon risks in the area of FCC that may have a significant impact on the Group and develop effective strategies to mitigate such horizon risks. Advise Chief Compliance Officer, Singapore and ASEAN Cluster (Malaysia, Thailand, Vietnam) on material FCC issues (as required) and to ensure appropriate steps are taken to manage and/or mitigate the issue. Provide advice to relevant stakeholders on compliance with Group Standard relating to AML/ Sanctions/ ABC, in support of CFCC Advisory teams.

Governance

Participate in relevant Risk Committees in Singapore Provide senior oversight of FCC function in Singapore and additional oversight of the FCC function in Malaysia, Thailand and Vietnam. In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure senior management and relevant regulators in Singapore are informed and that actions are taken quickly to remediate and/or activities are ceased. Prepare and cascade lessons learned from audit findings, FCC assurance activities and specific investigations. Provide leadership to the FCC network as part of the Group senior FCC management team. Track significant issues arising from FCC metrics, FCC Assurance activities, Audit reviews and regulatory inspections in Singapore, providing validation of issue closure where necessary. Propose control improvements, enhancements and simplifications where appropriate. Be accountable for identification and escalation of potential risks and issues to senior management through appropriate governance channels and the Quality Assurance framework. Collate, analyse and interpret data in reports to senior management and relevant governance/risk committees. Analyse and interpret data to produce reports that help the bank identify and manage emerging areas of risk / vulnerability and thus drive remediation action within the FCC function in Singapore. Support FCC heads in cluster countries in analysis / interpretation and driving remediation

Project/Change Management

Act as accountable executive for key change programmes. Lead or influence significant programmes of work in support of the financial crime compliance objectives. Provide skilled resources to support project/programme delivery. Manage and protect business as usual (“BAU”) capability during change programmes, as well as during the execution and delivery of the Remediation initiatives through project phase and into BAU.

Regulatory Relationships & Regulatory Change

Support Singapore CEO in ensuring proactive FCC regulatory engagement and in establishing an effective regulatory relationship plan in Singapore. Execute and implement functional best practices around regulatory inspections. Ensure proactive and timely identification, assessment, advice and dissemination in accordance with the respective Group framework, of evolving FCC regulatory changes/practices and associated risks in and relating to Singapore & ASEAN Cluster (Malaysia, Thailand and Vietnam).

Regulatory & Business Conduct

Display exemplary conduct and live by the. Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct. Our Ideal Candidate

Compliance professional with 15+ years of experience with specific focus on FCC (AML/CFT, Sanctions and ABC). Be well-verse in the understanding of the MAS Notice 626. Regulatory engagement with local regulators and management of FCC related inspections, exams and reviews. Good judgment enabling the provision of sound advice in difficult areas of regulation and practice and the proactive management of compliance and regulatory risk. Must possess strong leadership qualities, excellent interpersonal skills and multi-cultural awareness and sensitivity. Ability to manage and give leadership to business and functional stakeholders. Sound judgment on business practices, regulatory relationship management and reputational risk.
