The Capability Development Section ensures food supply resilience through developing and transforming the farming sector to achieve sustainable local key food production through manpower and capability development, resource utilization and implementation of measures that facilitates local food production.

The Capability Development Section drive strategies and initiatives/ programmes/ projects for manpower productivity and capability development for the farming sector’s upgrading and transformation.

**Manpower Development**:

- To work with Ministry of Manpower, Ministry of Education, SkillsFuture Singapore (SSG), Workforce Singapore (WSG) and MOE’s Institutes of Higher Learning (IHLs) to build a local core workforce to support the agrifood sector manpower.
- To identify industry skills competency needs, performance gaps and development opportunities; study and develop programmes to enable the agrifood sector to raise manpower productivity, upgrade skills capability through various PET/CET training.

**Career promotion and publicity**:

- To analyse market trends/ agri-food companies’ manpower needs to organise or participate in career promotional initiatives such as career roadshow/ career fair, job matching platform to connect job seekers with employers.
- To work with employers, agencies and relevant stakeholders to organise learning journeys, co-create career promotional & publicity materials, to enhance industry image, profile career opportunities & attractiveness of sector.
- To partner IHLs and agencies to organise employer workshops/ talks to upgrade management capabilities in human resources strategies and practices.
- To undertake management reporting on the effectiveness of the initiatives to achieve a sustainable recruitment and retention of local talent for the agri-food sector.

**Development and Administration of industry scholarship scheme**:

- To develop and administer industry sponsorship/ scholarship programme to achieve a sustainable inflow and retention of local talent for the agri-food sector.
- To develop the talent development pathway and route of advancement, including internship/ work attachment/ job matching.
- To manage the overall fund and management reporting on the effectiveness of the scheme.

**Qualifications**:

- Preferably a degree in Education and Training, Human Resource, or related discipline.
- Working experience in training development, scholarship management, career promotion/ development facilitation.
- Fresh graduates are welcome to apply.

**Other Requirements**:

- Passionate about helping local companies to develop manpower capabilities and organisational productivity.
- Strong analytical and problem-solving skills with ability to work independently.
- Self-motivated and result-oriented. Ability to thrive under pressure.
- Good communication, interpersonal and writing skills. Fluency in Chinese would be advantageous.
- Savvy with government financial procedures and guidelines would be preferred.
