Chief Financial Officer

Reporting to the Singapore Chief Executive Officer, and matrix to the Asia Pacific Chief Finance Officer, this is a leadership position responsible for finance and accounting operations, actuarial, and underwriting functions for the Singapore business. This includes managing all financial planning, reporting, meeting statutory obligations, preparing accurate and timely internal reports, and providing insights and financial analysis for management’s review and decision making. This role also manages the underwriting and actuarial teams to drive new business growth, and renewal business retention in alignment with the company’s strategic direction, and ensures probative and comprehensive data analytics insights to support account management of clients.

Critical Tasks and Expected Contributions/Results

Assess the most effective operating model for each responsible function. Recommend and implement changes in order to optimize efficiency and results.

Plan, forecast, budget, and lead analytical activities that support business decisions and overall financial health. Provide in-depth insights for planning and guide profitable decision making

Contribute to the timely review of all statutory accounting, taxation and financial statements, and ensure compliance with appropriate legislation and standards.

Prepare statistics for reporting to other bodies in Singapore, such as the General Insurance Association, and the reporting for the Policyholder Protection Fund.

Responsible for compliance with MAS reporting requirements and ensuring all reports are submitted within the deadlines.

MAS contact point for all MAS financial reporting.

Keep up to date and monitor changes in insurance regulations, and ensure processes are set up to deliver all reports required. Communicate regulatory changes with relevant parties such as the Chief Executive Officer, offshore Shared Services Centres, and CEIC Head Office in Belgium.

Maintain adequate balances in operating accounts, and monitor that the Branch maintains capital at required levels following the CAR guidelines and benchmark.

Liaise and attend to external auditors queries and consistently review processes/procedures to enhance company internal controls and procedures.

Undertake financial responsibility and leadership on Monthly Operating Review (MOR), monthly analysis and annual planning work for Singapore.

Ensure smooth running of related operations and processes, including document and review work processes/procedures, recommend changes for improvement (continual process), and governance and control of invoices/payments.

Work closely with Global Office in Hong Kong on the implementation of IFRS17, and strong execution of the local health benefits business model.

Provide valuable financial and risk advices and suggestions to the Chief Executive Officer, and stakeholders, which includes but is not limited to understanding the earnings levers of the business, and drivers of emerging experience.

Actively work with the commercial teams to drive strong business growth and ensure the responsible functions are supporting a sustainable top line and bottom line growth as aligned to the company strategies.

Undertake ad hoc projects as assigned.

Experience/Knowledge Requirements

Degree with a professional qualification in Finance, Accounting, Actuarial, MBA, or equivalent

Minimum 15 years of experience with management responsibility, preferably with at least 5 years in the insurance industry

Familiar with automated office systems

Experience with Oracle Financials would be advantageous
