In this position, you will report to the Regional Technical Snr Director, Technology Strategy & Transformation (TST) under GCTO office and interface to diverse group of staff within and Regional Associates, vendors and partners. You will be required to drive Network cost management, technical planning and provide operation support. You will have acquaintance to multi-cultural working environment within Singtel, Regional Associates and TST digital platform initiatives.

**Key Responsibilities**:
**Cost Management**
- Leverage Group Synergies to achieve better price points for network solutions and products.
- Support price benchmarking and analysis for various Network domains for Singtel Group and Associates.
- To manage regional price benchmarking process and price database to serve Singtel Group and Associates requests, perform price benchmarking/ analysis for network purchase, monitor and quantify the saving for the Group.
- Provide on-site support & consultancy to Singtel Group & Associates for network tenders, tender evaluation (technical & commercial) and support negotiations.
- To establish and share knowledge gained across various network product/ solution with Singtel Group & Associates as to future-proof near-term capex and optimization of network investments.
- Bridging Across effective price mechanism and best practices within Singtel Group & Associates.

**Technical planning, support & program management**
- Drive regional collaboration through technical working group for Singtel Associates which covers:Standardization/ alignment of network planning principals architectural & products to manage Capex/ Opex effectively
Improving network planning & efficiency, support adoption of emerging technologies, new product, capabilities & knowledge transfer
Extend support on operational matters & provide technical support (SME)
- Attend meetings and collaborate on emerging technologies and new products/ solutions roadmaps through vendors, Bridge Alliance, Industrial experts, GSMA, Telecom Operators engagement.
- Program management of TST digital platform initiatives & development.
- Open to undertake short-term or long-term assignment within Singtel Associates.

**Procurement and Tender Management**
- For each sourcing, provide advisory and operational support and actively engage end users through sourcing demand planning.
- Lead, facilitate, track and monitor the tender teams on the completion of tenders and direct sourcing activities.
- Engineering degree in Electrical & Electronics, or Telecommunication or other related.
- 3-5 years of experience in the telecommunications industry with a focus on mobile network planning and operations. Solution Architect experience (IP engineering, DWDM, Core, etc) is a plus.
- Working knowledge and experience in telecommunication networks (e.g. RAN network/ Core network/ transport network/ etc.) and mobile network solution.
- Has exposure/ experience in developing, managing and evaluating the technical and commercial aspects of RFP/Tender specifications.
- Experience in mobile network planning & dimensioning, operations; vendor solutions & products/ equipment
- Good understanding about Telecom operator's business situation,, market trends, etc.
- Excellent communication & interpersonal skills, with the ability to build good rapport and collaborative working relationships at all working levels.
- Able to work independently and play a hands-on role while exercising flexibility in a challenging and fast-paced environment.
- A strong team-player and self-starter.
- Able to travel and willing to be based overseas where our SingTel Group Associates operate, when required.
- Culturally-sensitive when working and interfacing with foreign Associates/ partners.
- Proactive in acquiring new knowledge or technical know-how needed for the job.
- Good at producing and delivering presentations and business analysis report, have excellent presentation and communication skill, competent in planning and organizing forum.
- Proficient in PowerPoint & Excel.
- Ability to converse and understand other Asian language is an added advantage.
