Purpose of Job:
The role of the Deputy Director/ Team Lead of Environmental Project Management Team is to support SFA’s mission of providing a safe and secure food supply for Singapore by optimising the use of land and sea spaces allocated to the agency for local agri-food production in an environmentally sustainable and compliant manner.

The work entails working closely with SFA management and in tandem with the master planning team for land and sea spaces to plan, execute and manage agriculture and aquaculture projects which have an environmental component. These may include long term master plans or specific development projects for agriculture and aquaculture, which may involve planning and developing the core production spaces and any supporting uses (shared facilities, utility infrastructure, transport network, integration with green and blue areas, etc.) necessary to create a robust and business friendly eco-system of food producers and other parties responsible for Singapore’s food supply.

The core functions include developing and implementing stakeholder engagement strategies and programmes to achieve desired outcomes of the project. It involves working with the internal and external stakeholders to identify potential risks, develop mitigation strategies and manage issues as they arise, that may affect the execution of the project implementation according to the project milestones and deliverables.

The work involves planning, coordinating and carrying out the procurement of Environmental Impact Assessment (EIA) and the zonal Environmental Monitoring and Management Plan (EMMP) studies, coordinating across the various internal SFA Divisions, managing appointed consultants, ensuring timely delivery of studies, facilitating clearances and planning/ development approvals with government agencies. In addition, the project manager also plans, executes and manages nature groups and other stakeholder engagements and works closely with the media and communications team to deliver positive media and communications plans and pre-empt contentious groups and issues.

The role includes keeping abreast of agriculture and aquaculture industry needs, trends of planning and development, range of EIA projects in Singapore (public and private sector), evolvement of nature groups and other stakeholders and the engagements and communications carried out by other public sector development agencies for EIAs & EMMPs especially.

Duties

You will:

- Ensure that land and sea space projects are compliant with the government’s environmental impact assessment framework and any other environmental regulations.
- Work closely with SFA management and master planners to plan, execution and manage land and sea space projects that have an environmental component.
- Plan, coordinate and carry out the procurement of Environmental Impact Assessment (EIA) studies and Zonal Environmental Management and Monitoring Plan (EMMP) studies, when required.
- Manage appointed EIA/ EMMP consultants and relevant internal and external stakeholders to ensure timely delivery of studies, facilitate clearances and planning/ development approvals with government agencies to meet the project timelines.
- Plan, execute and manage nature groups and any other stakeholder engagements.
- Work closely with the media and communications team to deliver positive media and communications plans and preempt contentious groups and issues.
- Interact with planning agencies to jointly resolve planning issues.
- Support high-level committees of senior decision-makers to develop and realise our master planning vision.
- Develop and implement stakeholder engagement strategies and programmes to achieve desired outcomes of the project, involving working with the internal and external stakeholders to identify potential risks, develop mitigation strategies and manage issues as they arise.
- Lead in the engagement of all internal and external stakeholders to ensure key milestones of project timelines and deliverables are met.

**Qualifications**:

- Degree in environmental science, ecology, life sciences, environmental engineering, environmental studies, project management, geography, urban planning, urban design, architecture, landscape architecture, sustainable design, civil/ environmental engineering, transport planning, building and real estate, or related disciplines.
- Qualified Person (QP) registered with Singapore’s Board of Architects (BOA) OR Postgraduate qualifications in environmental science, environmental engineering, environmental studies, project management, geography, urban planning, urban design, architecture or landscape architecture will be an advantage.

Other Requirements
- Planning and environmental planning/ management experience in the Singapore context, of at least 8 years.
- Experience in environmental legislation and policy will be an advantage.
