
Associate Human Resource and Administration Manager

Our client is a biopharmaceutical company with an integrated platform for product development and commercialization. It strategically focuses on some of the largest and fast-growing therapeutic areas with significant unmet medical needs, primarily including oncology and severe infection. Leveraging its integrated platform, it strives to develop and commercialize a portfolio of high-quality marketed products, including its proprietary products and pipeline drugs in the focused therapeutic areas.
Due to expansion of business, it requires an Associate Human Resource and Administration Manager to be based in Singapore. The successful candidate will provide effective and efficient HR support to business units and ensure smooth office administration operations. The role combines HR business partnering (talent acquisition, development, and performance management) with office administration, vendor management, and regulatory compliance. The successful candidate will align HR initiatives with business needs, foster a safe and positive work environment, and contribute to organisational growth.

Key Areas of Responsibilities
Human Resources
- Attend business meetings to understand business strategy and priorities, communicating HR initiatives, to ensure that HR activities are aligned with business needs.
- Source and recruit talent through appropriate channels; and manage employee induction.
- Collaborate with business leaders to conduct retention analyses and stay interviews, provide feedback and recommendations to managers, maintain records to track action plans, and support the organisation in retaining key talent in line with business needs.
- Responsible for the performance management process by coordinating goal setting, facilitating periodic performance discussions, administering annual appraisals, and managing appeals at the departmental level.
- Responsible for HR operations including onboarding, internal transfers, and exit procedures, ensuring all processes are in full compliance, efficient, and properly documented
- Support the C&B team in coordinating with government agencies (e.g. MOM, IRAS etc.) and external vendors (e.g., insurance providers, HRIS etc.) on employment-related matters
Administration
- Establish and update office management SOPs and ensure full implementation and compliance.
- Plan and control annual and quarterly office administration budgets to ensure effective utilization.
- Responsible office services including courier, cleaning, supply management, and facilities maintenance to provide a safe, comfortable workplace.
- Negotiate favourable terms with external vendors, including landlords, property management, warehouse facilities, and office suppliers etc., to safeguard the Company's interests, and maintain strong vendor relationships to ensure effective collaboration.
- Support work pass administration by preparing and submitting applications to relevant government agencies (e.g. MOM) and providing guidance to employees on work pass matters.
- Undertake ad hoc assignments as required.
Requirements
- Preferably at least a Degree in Human Resource Management or Business Management, Humanity Study or a related field.
- Preferably with a minimum of 3 years' experience in HR generalist or HR Business Partnering in Pharma or Life Science Industry
- Good knowledge in labour laws and related regulations.
- Proven ability to manage vendors, budgets, and office operations.
- Reliable, confident to work in a team environment as well as independently with little or no supervision.
- Collaborative, adaptability, strong attention to details with good organizational skills
- Require to liaise with international stakeholders in written and spoken English and Mandarin.
