Our client is an Established Professional Services Corporation. They are seeking for a leader to join their growing business as a Senior Payroll Manager.
Position Summary
The Senior Payroll Manager is responsible for leading the payroll operations team in delivering accurate, timely, and compliant payroll services to a portfolio of corporate clients based in Singapore. This role ensures smooth end-to-end payroll delivery, statutory compliance, and a high level of client satisfaction.
As a senior leader within the local payroll provider, the incumbent will oversee a team of payroll specialists, manage client relationships, and serve as the subject-matter expert on local employment, CPF, and tax regulations.
Key Responsibilities
- Oversee the full spectrum of payroll processing for assigned client accounts, ensuring accuracy, confidentiality, and compliance.
- Review and approve monthly payroll runs, salary reports, statutory contributions (CPF, SDL, SHG), and IRAS submissions.
- Ensure timely disbursement of salaries, bonuses, and other payments in accordance with client timelines.
- Provide expert advice to clients on payroll calculations, taxation, and regulatory matters.
- Manage escalations and resolve complex payroll queries or discrepancies promptly.
- Serve as the main point of contact for key client accounts, maintaining strong partnerships and ensuring service excellence.
- Conduct regular client reviews to assess satisfaction, performance metrics, and improvement opportunities.
- Support new client onboarding and transitions, including payroll system setup and process mapping.
- Collaborate with clients' HR and Finance teams to align payroll processes with organizational changes and policies.
- Ensure all payroll activities comply with Singapore's employment laws, CPF Board, IRAS, and MOM regulations.
- Stay updated on legislative changes and advise clients on the implications and required process adjustments.
- Prepare and review monthly and annual payroll reports, including IR8A/IR8S, AIS submissions, and year-end reconciliations.
- Support audit and compliance reviews, providing accurate documentation and reconciliations.
- Lead, mentor, and develop a team of payroll specialists to ensure consistent service delivery standards.
- Establish and monitor operational KPIs to track accuracy, timeliness, and client satisfaction.
- Drive process improvements and automation initiatives to enhance efficiency and reduce manual errors.
- Work closely with internal IT and system teams to implement payroll software enhancements or new client integrations.
Job Requirements:
- Minimum. Diploma or Degree in Business Administration, Accounting, Human Resources, or a related discipline.
- At least 8–10 years of progressive payroll experience, including 3–5 years in a managerial or supervisory role within a payroll outsourcing environment
- Strong working knowledge of Singapore payroll, taxation, CPF, and employment regulations.
- Proven experience managing multiple client accounts in a high-volume service environment.
