The role is part of a Programme Evaluation team who drives programme evaluation efforts across MOH-Family. The incumbent will be using statistical techniques to evaluate programmes/policies or conduct developmental analytics to improve implementation, and derive insights from administrative databases, surveys, and public information to support policy decisions. The role will need to work with data and displays willingness to learn. The role will need to adopt an analytical approach to solving problems and displays confidence when communicating ideas. This role will need to lead important projects and collaborates with policy stakeholders to understand the context and refine the analyses.
Role & Responsibilities- Drive programme evaluation efforts across MOH-Family
- Build programme monitoring and evaluation capabilities among MOH officers
- Plan resources that are needed to conduct various programme evaluations
- Centralise programme evaluation functions across all MOH divisions
- Plan, undertake, and communicate evaluations of MOH-family programmes and policies
- Work with policy divisions and stakeholders to design and evaluate health programmes using the most suitable methods (qualitative/quantitative studies, experimental/quasi-experimental designs)
- Conduct pre-, during-, and post-implementation monitoring and evaluation of major healthcare programmes for process, outcome, and economic evaluations, and impact assessment
- Interpret and communicate findings in light of policy decisions/context
- Develop action plans to drive process improvement, refine programme delivery, and provide evidence for decision-making to achieve the programme's intended outcomes
- Work with stakeholders and use evaluation results to drive process improvement and decision-making
- Develop and implement the MOH-Family Programme Evaluation Framework
- Develop and implement a systematic structure of Programme Evaluation framework which can be consistently applied to various health programmes and other expenditure types
- Provide training for MOH divisions to conduct programme evaluations
- Graduate/Postgraduate degree in a quantitative discipline: Health Services Research, Economics, Health Economics, Statistics/Biostatistics/Bioinformatics, Mathematics, Data Science, Business Analytics, Public Health, Public Policy, or related qualifications, or relevant work experience
- 2+ years relevant working experience is a plus, especially in conducting evaluations and/or analysis in healthcare, government, or IT sectors
- Possess a wide range of analytical skills and evaluation methods. Familiarity with both qualitative and quantitative study designs will be an advantage
- Good stakeholder engagement, communication, and presentation skills
