
Assistant Manager/Manager, Estates

The Assistant/ Manager, M&E is responsible for the hands-on management of the museum's day-to-day facilities and maintenance operations, ensuring the upkeep of essential systems and compliance with safety standards. This role involves close coordination with the Assistant Director to support strategic projects, business continuity planning, and reporting requirements. The Senior Manager ensures the museum's infrastructure is fully functional and aligned with its operational goals, including overseeing maintenance activities at the museum's vacant site, SJI/8Q.
Key Responsibilities:
Maintenance Operations and Facilities Support
- Responsible for daily operations of essential mechanical and electrical (M&E) services including HVAC, electrical, fire protection, lifts, lighting, and building management systems (BMS) that support the core business of Singapore Art Museum
- Plan, implement, and monitor preventive and corrective maintenance programs
- Ensure facilities and infrastructure are maintained in optimal working condition to support museum exhibitions, events, and daily activities
- Provide hands-on oversight of maintenance activities at SJI/8Q, ensuring contractual obligations of managing agents and vendors are fulfilled
Air-Conditioning & Mechanical Ventilation (ACMV)
- Ensure gallery environmental conditions are maintained within museum standards: Relative Humidity (RH) at 55% 5%, Temperature at 22C 1C
- Monitor gallery air-conditioning systems daily and maintain records of RH and temperature readings
- Schedule and supervise maintenance for all ACMV equipment, including Fan Coil Units and Purging Fans
- Oversee installation, testing, commissioning, and repairs of ACMV systems
- Manage and calibrate data loggers and submit monthly RH and temperature reports
- Arrange bi-annual Indoor Air Quality (IAQ) testing
Electrical Systems
- Develop and manage preventive maintenance schedules for the Main Switchboard, Distribution Boards, and lighting systems
- Supervise installation, testing, commissioning, and repairs of electrical systems
- Coordinate annual thermographic inspections and bi-annual secondary injection tests
- Liaise with Licensed Electrical Workers (LEWs) to ensure compliance with regulatory requirements and update Single Line Diagrams when necessary
- Oversee daily meter readings and ensure timer schedules and emergency lighting systems are operational
- Coordinate with users for ad hoc power supply requests
Fire Protection Systems
- Manage the maintenance schedules for fire safety systems including FM200 suppression, sprinklers, hose reels, extinguishers, and breathing apparatus
- Supervise installation, testing, commissioning, and repairs
- Liaise with the Fire Safety Manager to ensure compliance with fire safety regulations
Vertical Lift Systems
- Plan and supervise preventive maintenance for vertical lift systems and scissor lifts
- Ensure all servicing follows manufacturer recommendations and that only authorized personnel operate the lifts
Fire Safety & Emergency Management
- Serve as SAM's appointed Fire Safety Manager (FSM)
- Maintain and implement the Emergency Response Plan (ERP) and evacuation procedures
- Conduct regular fire safety inspections and drills in compliance with SCDF regulations
- Ensure all fire protection systems (fire alarms, extinguishers, sprinklers) are operational and maintained
- Coordinate with landlord/ Management Office on fire drills
- Provide fire safety briefings and training to all staff
- Lead the coordination of emergency responses during fire incidents, medical emergencies, or other crises
- Liaise with SCDF and other emergency services for inspections and incident management
General Building Maintenance & Repairs
- Plan, implement, and manage preventive and periodic maintenance regime for all building-related systems and infrastructure, including those to be installed in new building
- Oversee general building repair works, ensuring timely resolution of defects and maintaining a safe, operational environment for staff and visitors
- Supervise in-house teams and external vendors to ensure work is completed in accordance with specifications, timeline, and contractual obligations
- Monitor and follow up on post-project deficiencies and ensure satisfactory rectification
Workplace Safety & Risk Management
- Conduct benchmarking studies to incorporate industry best practices in operational aspects of building, estate and safety management
- Spearhead the implementation and ongoing management of Workplace Safety & Health (WSH) policies and protocols
- Project manage, supervise and coordinate the team and vendors to ensure projects are completed satisfactorily and as per contract agreement (where applicable), on time & on budget and to follow up on any deficiencies
- Lead the implementation of SAM's risk management framework, including the BizSAFE Risk Register and document register
- Conduct risk assessments for internal works and third-party contractors, ensuring appropriate mitigation measures are identified and implemented before work commences
Other Duties
- Undertake other related assignments, cross-functional projects, or duties as delegated by senior leadership to support the museum's estate and operational objectives
Qualifications
- Bachelor's degree in Facilities Management, Mechanical & Electrical Engineering, Building Services, or a related field.
- 5 to 8 years of experience in maintenance operations, facilities management, or building services, with experience in the museum, cultural venues or heritage sector preferred.
- Strong knowledge of building systems (HVAC/ACMV systems, electrical, fire protection systems, BMS), and health and safety regulations.
- Registered Fire Safety Manager (FSM) certification is required.
- Familiar with SCDF, BCA, EMA, NEA, and WSH regulations and submission processes.
- Excellent problem-solving skills and the ability to manage multiple maintenance tasks simultaneously.
- Strong communication skills, with experience in team leadership and vendor coordination.
- Ability to work closely and professionally with all internal and external stakeholders, providing operational support and feedback.
- Ability to work beyond standard hours during urgent incidents, exhibitions setup, or major events.
