Director, Programme Management

We are partnering on a confidential search for a Director, Programme Management, to lead the planning and execution of a visionary large-scale data centre campus — a new chapter in Singapore's digital and sustainability landscape.
This is a newly created leadership role, part of a proposed initiative. As the appointed Programme Director, you will play a pivotal role in shaping and delivering this landmark programme — from early planning and stakeholder engagement to project delivery and operational readiness.
Key Responsibilities
- Lead the end-to-end programme management of large-scale data centre development, from concept to commissioning.
- Drive strategic planning, design coordination, and construction oversight in alignment with the company sustainability and digital infrastructure vision.
- Work closely with internal business units, government agencies, and external partners to ensure programme objectives, budgets, and timelines are met.
- Oversee lobbying, regulatory approvals, and stakeholder engagement at national and regional levels.
- Partner with asset management teams to support funding and investment proposals, including the development of business cases and pitch materials.
- Build and manage high-performing project teams and external consultants to ensure safe, efficient, and sustainable delivery.
Requirements
- A seasoned Programme Manager or Project Director with a strong track record in leading large-scale infrastructure or commercial developments (e.g. airports, MRT lines, townships, utility systems, integrated resorts, or data centres).
- Demonstrated experience managing multi-billion-dollar infrastructure programmes with complex stakeholder landscapes.
- Excellent understanding of project governance, risk management, and regulatory processes.
- Proven ability to engage with government agencies (e.g. BCA, URA, PUB, LTA) and manage multi-disciplinary engineering and construction teams.
- Strong leadership, communication, and influencing skills.
- Passionate about sustainability, innovation, and the future of digital infrastructure.
Compensation
- Base salary: up to S$20,000/month, with a total remuneration potential of approximately S$400,000 annually for candidates meeting performance expectations.

We are seeking experienced Programme Managers or N-1/N-2 leaders who have demonstrated strong tenure and ownership in long-term projects — individuals who are ready to take the next step in their career journey and play a defining role in shaping Singapore's next generation of sustainable infrastructure.
Candidates with experience in major projects such as Changi Airport, Deep Tunnel Sewerage System, MRT lines, Tengah or Punggol township development, RWS, or MBS are encouraged to apply.
