**What the role is**
- HR Services Centre (HRSC) is a new shared services set-up in the Ministry of Home Affairs (MHA) HQ, that aspires to provide quality HR services for the workforce of MHA. We aim to innovate to deliver HR services professionally and with a heart, in partnership with Home Team Agencies and other stakeholders. There are six branches in HRSC. This post is under the Personnel Services Branch. The jobholder is to lead a team of officers in the administration of Awards, Group Insurance, Corporate Cards Management, as well as procurement and/or disbursement of common welfare benefits and provisions to MHQ and HTDs. The job holder also supports the Assistant Director and Deputy Director in driving the overall strategic and operational direction for the team, and deliver timely and quality services, in accordance with the service level agreement and in compliance with policies such as Instruction Manual (IMs) and other prevailing guidelines and directives. He/she should develop a strong and effective working relationship with key stakeholders and other internal branches within HRSC to ensure issues relating to awards and benefits are addressed in a timely manner.

**What you will be working on**
- Awards - Generate and process annual and ad-hoc Civil Service Long Service and Special Appreciation Awards (LSA & SAA) for MHA officers. o Generate annual recipients’ list from system and send the listing for screenings by relevant agencies before liaising with respective HRMGs on internal screenings and exclusions to ensure the final recipients’ lists are prepared efficiently and accurately. o Check computations for exceptional cases and work closely with HRSC/HRMG counterparts to address information/data gaps affecting officers’ Years in Service (YIS) computations for LSA & SAA. o Timely upload of recipients’ list into the HRP payment module for annual and adhoc LSA & SAA. o Monitor LSA & SAA statuses and payment for officers with withheld awards. o Planning and procurement of LSA/SAA medallions and mementos - Timely upload of final recipients’ list into the HRP payment module for annual MHA Star Service Award and MHQ Phoenix Award Insurance - Generate and process quarterly premiums for MHA Group Insurance o Initiate the billing and payment process for MHA Group Insurance Scheme o Work closely with HRMGs on obtaining the manhour reports and generate relevant quarterly headcount reports from HRP. o Liaise with the awarded insurer on obtaining tax schedules and hardcopy payment invoices required for raising of Purchase Orders for quarterly premiums for each HTD. o Work closely with FAD/FSSC to confirm payments to insurer before initiating JAV process with respective HTDs. o Process and handle all queries or service requests under the team’s scope in a professional and timely manner, and in accordance with the Service Level Agreements (SLA). - Verify staff status on employment and/or medical scheme for Public Officers’ Group Insurance Scheme (POGIS) and Co-Pay Assist Scheme. - Liaise with respective HTDs to obtain their annual projected headcounts and plans for travel insurance and submit annual AORs to the respective HTDs’ Approving Authorities (AAs) for endorsement. Corporate Card Management - Oversee and provide support on the management of Corporate Card Booking Systems for MHQ and CNB, and moving forward, other HTDs. - Oversee system enhancement project for Corporate Card Management System on the RBS platform Welfare Provisions - Perform various procurement, billing and payment functions (raise AOR, PR, PO, perform goods receipt etc.) via existing systems and ensure timely service delivery and/or service recovery measures. - Work closely with HRMGs to obtain requirements for common welfare provisions and initiate the necessary procurement process (ITQ/ITT) to ensure their requirements are met. - Perform investigations on service lapses and manage the service recovery process. - Provide support via sourcing and/or procurement of related collaterals/paraphernalia for MHQ and HTDs for significant MHQ and Home Team events such as MHQ Annual Health Screening, annual Home Team Promotion Ceremony, Minister’s Awards Presentation Ceremony etc.

**What we are looking for**
- ₋ Good Interpersonal and Communications skills ₋ Meticulous with strong critical thinking and problem-solving skills. ₋ A good team player who is also able to work well independently ₋ Able to multi-task and work under pressure with tight deadlines ₋ Proficiency in Microsoft Office Excel, ILMS system, SAP system or HRP/HRMS system would be an advantage ₋ Prior knowledge in awards administration and/or procurement function would be an advantage.
