The Leadership Development Cluster oversees the Leadership and Talent Development policies and approaches at the Public Service level, to achieve the following key outcomes:

We do so by ensuring that our leadership development (LD) approaches are fit-for-purpose. This includes how we identify, develop, and engage senior Public Service Leaders and leadership talents on the central leadership programmes (the Administrative Service and Public Service Leadership Programme). We do so in close partnership with our training partner, the Civil Service College as well as the HR community and leaders across the Public Service.

[Specific Job Responsibilities]
Reporting to Head (Talent Attachment), you will:

- Formulate and review policy and frameworks relating to board of directorships for senior public sector leaders of the Singapore Public Service.
- Perform Board Secretariat functions which include supporting all board nominations, processing appointments/re-appointments and other related administrative matters like managing directorship fees payments, and maintenance of systems and databases for the board of directorships.
- Collaborate with training partners to identify suitable training programmes and developmental interventions to equip board directors with necessary skills to perform their duties.
- Partner public officers on their career development plans by facilitating suitable external attachment and development opportunities.
- Engage and account manage private and people sector organisations for external attachment opportunities.

[Work Experience & Competencies]
- [Talent Management] Able to lead the implementation of talent management processes and initiatives to identify and manage board nominees; recommend and deploy assessment tools to identify talent with relevant skills and competencies required for effective functioning of the boards.
- [Communications & Relationship Management/Working Effectively with Stakeholders] Able to design communication and engagement platforms and initiatives to build positive relationships and rapport with stakeholders, and identify possible collaboration areas with them. You should also possess strong communication (written and verbal) and networking skills to meaningfully engage senior stakeholders.
- [HR Policies, Processes & Legislation] Able to review policies and processes relating to board appointment matters and external attachment programmes, and develop resources to support implementation and adoption of policies and processes.
- [Learning and Development] On board directorships related matters, able to design the approach and methodology used to analyse learning needs and assess current capabilities; able to customise learning and development strategies to maximise effectiveness of learning and development initiatives.
- At least 2 years of working experience in the field of recruitment/HR management.
