**What the role is**
- Drive productivity and innovation for the social service sector, and work on the strategic direction and government funding for the National Council of Social Service (NCSS).

**What you will be working on**
- Key responsibilities would include: - Developing the strategy and allocating the resources to drive productivity and innovation initiatives for the social service sector. - Assist with MSF’s policy, funding and KPIs for NCSS, to ensure alignment in strategic priorities and enable NCSS to effectively develop and build capabilities in Social Service Agencies. - Overseeing the implementation of capability building programmes for the social service sector. The cross-cutting nature of the division and the job will allow the officer to develop a good understanding of the social service sector, while gaining experience in tackling some of the key strategic challenges for the sector including improving manpower efficiency and productivity as well as supporting effective delivery of social services. Extensive collaboration with internal and external stakeholders will hone people skills.

**What we are looking for**
- Functional/ Technical Competencies - Strong policy development, systems-thinking and analytical skills. - Strong written and verbal communication skills. - Ability to translate policy considerations into implementation, balancing strategic policy objectives with practical ground realities. - Good understanding of Singapore’s social service sector/landscape would be an advantage. Behavioural Competencies - Able to work independently and with different teams. - Able to build good collaborative relationships with internal and external stakeholders. - Resourceful and organised, to be able to manage different stakeholders, operational issues and project timelines. - Proactive and able to exercise flexibility when problem-solving to achieve the best possible outcomes.
