Job Description

Responsibilities:

- Lead a team of executives to perform the following:

- To conduct pre-qualification to shortlist qualified vendors to be invited for tenders.
- Work closely with respective operations department to prepare tender documents, arrange tender briefing and site show for invitation to tender, and put up tender event in CapitaLand’s procurement system (Ariba) for online submissions.
- Compile and evaluate tender submissions, including price analysis and quality assessment.
- Conduct tender interviews, clarifications and negotiation of pricing and contractual terms.
- Arrange meetings with respective internal stakeholders for tender evaluation and recommendations prior to award.
- Prepare recommendation paper, ensuring timely approval and award.
- Prepare contract agreement to awarded vendor.
- Raise Purchase Order (PO) in CapitaLand’s procurement system (SAP).
- For changes to contract, to change PO in SAP and route for approval.
- Ensure procurement activities comply with group procurement policies and approval guidelines.
- Carry out yearly budgeting for all Opex contracts.
- Drive procurement initiatives to demand aggregate, rationalise and streamline for quality, reliability, innovation and cost savings across various business units.
- Develop and maintain relationships with the internal stakeholders to understand operational requirement, perspectives and considerations for projects and services.
- Prepare, deliver presentations and effectively articulate facts and figures, and justification to various stakeholders including senior management team on all procurement and contractual matters.
- To be abreast of the industry changes and updates (eg. Progressive Wage Model) and analyse the impact of new statutory requirements on projects and services.
- Coach, train and motivate team members to achieve the department KPIs.
- Assist reporting manager to prepare the monthly reporting required to various stakeholders.
- Any other procurement and contract management related tasks which may be assigned.

Requirements:

- Degree in Quantity Surveying / Building / Estate Management / Facilities Management or its equivalent.
- Minimum 5 - 8 years of relevant experience in procurement of property management services.
- Minimum 2 - 5 years of experience as a team lead managing a team of executives.
- Effective time management with the ability to prioritize and ensure deadlines are met.
- Possess strong communication, negotiation and contract management skills, with an ability to work with people at all levels.
- Proficient in Microsoft Word, Excel and PowerPoint.
