**About the Department**:
As part of the PMO office for Project Constellation (Citi acquisition) - Migration and Infrastructure, the Project Management Office requires a Finance and Budget Manager that is responsible for Project Investment proposal preparation, Budget and Finance Administration, Resources Planning, and Programme/Project Financials Dashboard Reporting.

**Responsibilities**:
The role is responsible for creating, implementing, and evaluating budgets and cost projections (actuals vs forecasts); leading all Technology work streams to provide the delivery efforts, put together budget papers for leadership reviews, work with Finance on allocation methodologies, and schedule periodic reviews on budget utilization and milestone tracking.

The role also requires the Budget Manager to work with all the Technology teams in reviewing the Project Memos created and also manage, track and report the Project financials to ensure that programme budget is optimized and managed.

**Programme Reporting and Communication**
- Manage all aspects of project budget from planning, effort collations and first level reviews.
- Provides relevant financial information to executive management team.
- Support Program Management office for MIS preparation and in preparing management decks on Finance, Budgeting and Resourcing.

**Budget and Resource Planning**
- Responsible for Project Budget Planning and Tracking.
- Support Group Retail and Technology Operations PMO Office and Post-Merger-Integration resource planning.
- Prepare Investment Committee finance slides and Business case submissions.
- Work with Finance on country Cost Allocation.
- Participate in regular budget preparations and provide financial guidance.

**Process and Delivery Execution**
- Tracking E Memo for approval and validating against the budget allocated.
- Review Project memos and SOWs for appropriate financial treatment and country allocations.
- Conducts periodic audits of budget items, and other budget-to-actual comparisons.
- Ensure that utilizations are proceeding according to scope, schedule, budget and quality standards.
- Support Program Management office in Resource planning and ensure forecast is within Budget.
- Provide regular Project Financials Dashboard Reporting.

**Job Requirements**:

- Bachelor’s degree in accounting, business management, finance, or similar.
- At least 10 years of experience as a budget analyst, financial analyst, business accountant, or similar.
- Good knowledge of business accounting procedures and SDLC cycle.
- Excellent written communication and interpersonal skills.
- Strong analytical and problem-solving abilities.
- The ability to collaborate with multiple internal and external stakeholders.
- Great organizational skills and attention to detail.
- Direct responsibility of project budgets of $5 - $25 million dollars.
- Executive level communication skills with excellent written and verbal communication.
- Ability to multi-task and perform well under pressure.
- Project Management Professional (PMP) / PRINCE II certification is a plus.
