The Human Resource & Organisation Development (HROD) Division is responsible for effectively attracting, engaging, developing and retaining our people. We also drive the achievement of HPB’s mission by enhancing the overall effectiveness of individuals, teams and HPB processes. Within the HROD Division, the Workforce Planning & Talent Development (WPTD) Department focuses on workforce planning, talent acquisition (recruitment, internships & scholarships) as well as talent development to build up the succession pipeline for HPB.
**Responsibilities**
The responsibilities will include:
- Own the onboarding process which includes coordinating with both internal and external stakeholders (ranging from portal accesses, staff pass, not limited to) and onboarding HR briefing of new hires.
- Initiate offboarding and exit clearance process
- Record management which includes maintenance of HR systems and co-ordination and management of an outsourced vendor for data creation and letter preparations
- Execute administrative activities, such as the creation of purchase orders in Government Electronic Business (GeBiz) platform, tracking and processing of invoices, administrative clearances, budgeting and foreign worker levies
- Oversee the Practicing Certificate renewal process for Nurses, Medical Officers and Dental Officers
- Maintenance of the Medical Officers/Dental Officers’ movements in HPB, including administrative duties such as preparation of their letters, onboarding and collating appraisal reports on a half-yearly basis
- Liaise with various government agencies for administrative clearance
- Assist in the review and implementation of human resource policies and strategies
- Maintain staff Joiners and Leavers List
- Manage inventory (this includes preparing purchase orders to ensure no shortfall in inventory)
- First contact person to administratively re-direct queries in HPB Mailbox to the correct respondents within HPB
- Involvement in ad hoc projects and process improvement initiatives
**Requirements**:
- Relevant qualification in Human Resource, Business Administration or related discipline with more than 2 years of related work experience, preferably in a Human Resource role in the Public Service
- A good foundation in and working knowledge of HR practices
- Able to think critically, multi-tasks and work under pressure
- Meticulous with a sense of urgency
- Self-initiated with strong organisational skills and a customer-centric mindset
- Good interpersonal and communications skills
- A team player who is able to also work independently
- Working knowledge of Microsoft Office and Workday, HR Systems
