This role is responsible for developing Learning and Development approaches to build Lee Kong Chian School of Medicine (LKCMedicine) organizational and workforce capability. This includes, but not limited to, conducting data analysis, generate insights, and propose recommendations to complement Learning & Organizational Development (L&OD) strategies, programmes, and processes to drive a high performing culture in LKCMedicine.
He/She will also monitor and implement full range of HR Operations services, ensuring that they are effective and in accordance with the University’s HR principles and policy; work with different stakeholders to shape the people strategies, execute all HR initiatives and drive HR excellence; assist in the end-to-end planning, management and implementation of HR projects and initiatives, while ensuring consistency with LKCMedicine’s strategies and goals; and work in a multi-disciplinary and multi-cultural environment to provide support in the mentioned areas of HR duties.
The role has a primary reporting line into the Office of Human Resources and a secondary reporting line into LKCMedicine.
**Responsibilities**:
- Maintain good relationships with key stakeholders across the University.- Decide on the need to escalate matters to the HR Cluster Lead and/or LKCMedicine management for attention/decision making.- Work closely with key stakeholders to synthesize the current and future in-demand skills and identify learning gaps via competency gap analysis.- Review learning strategies, practices and processes to enhance objectives, culture and efficiency of learning solutions and operations.- Manage budget and implement various learning and development strategies.- Conduct effective diagnosis in school, departments, and individuals, as well as evaluate on the effectiveness of the L&OD solutions applied.- Build relationship as a trusted HR advisor to senior stakeholders and managers in LKCMedicine.- Provide professional advice on the interpretation of HR policies and procedures, employment legislation, recruitment and rewards strategies, performance management, etc.- Work with HRBP and HR Centre of Excellence in the implementation and delivery of key HR projects such as policy and process reviews, employee engagement surveys, people development programs, change management plans, People Strategy, key talent management processes and to communicate effectively organizational changes, rationales and implications to employees to ensure confidence and garner support.- Manage all activities in relation to recruitment, appointment/reappointment and induction for management and support (MSO) and/or research staff.- Deliver excellent employee experience, develop and execute the school agenda and people plans with the ultimate goal to achieve business results and employee experiences.- Actively identify gaps, propose and implement changes where necessary to cover risks and improve work efficiency and effectiveness.- Plan, implement and drive strategic focus projects or business process improvement.- Ensure delivery of key project milestones and deliverables are on time and within budgeted resources, while complying with relevant organization policies and the required level of quality.- Initiate improvements to internal HR processes, systems and communications towards enhancing service experiences.- Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.- Provide advice to employees and manage the activities pertaining to industrial relations, employee grievances, conduct and discipline.- Support other HR functions, including HR analytics, metrics and reporting.
**Requirements**:
- Degree, preferably with specialization in Human Resource Management- Minimum 8 years of relevant HR-related experience, particularly in organization development and/or training and development- Proficiency in MS Office Applications (Word, PowerPoint, Excel et.) and HR systems, ideally in Workday- Experience in project management and implementation- Good knowledge of Employment Act and Labor Laws would be advantageous- Comfortable operating in a matrix structure and in a constantly changing environment- Ability to take initiative and work independently and collaboratively within the team- Demonstrated ability to build and maintain effective interpersonal relationships at all levels- Strong analytical thinking and communication skills both written and verbal- Ability to handle sensitive matters with tact and discretion, while building trust and upholding confidentiality- Outstanding attention to detail, follow-up and organizational skills- Well-developed prioritization, time management and multi-tasking skills- Ability to work well under pressure, meet deadlines and drive projects to completion
This is a 3-year contract position.
