
Fractional Chief Human Resources Officer

Our client, a dynamic organization in the fast-growing renewable sector, is seeking an experienced **Fractional Chief Human Resources Officer (CHRO)**to provide strategic HR leadership on a part-time or contract basis. This role is designed for organizations needing expert HR guidance to build strong HR frameworks, drive talent strategies and ensure compliance without a full-time executive hire.
The Fractional CHRO will collaborate closely with the leadership team to align HR initiatives with business objectives, develop organizational capabilities, and foster a positive workplace culture that supports sustainable growth.
**Key Responsibilities**:
- Partner with executive leadership to develop and implement HR strategies aligned with business goals.
- Lead recruitment, talent management and succession planning initiatives.
- Ensure compliance with Singapore Employment Act, CPF, work pass regulations and other labor laws.
- Design and implement performance management, compensation, and benefits programs tailored to the organization’s needs.
- Drive employee engagement, culture development, and diversity & inclusion efforts.
- Support organizational development, change management and HR process improvements.
- Provide coaching and development for HR teams or managers.
- Advise leadership on HR risks, legal compliance and best practices.
**Qualifications & Requirements**:
- Minimum 10 years of progressive experience in HR leadership roles, including senior management or CHRO positions.
- Demonstrated strong leadership qualities with the ability to influence and inspire at the executive level.
- Proven strategic thinking and business acumen with a track record of aligning HR initiatives to organizational goals.
- Extensive knowledge of Singapore labor laws, work pass regulations and HR best practices.
- Ability to design scalable HR systems and strategies suitable for dynamic organizations.
- Excellent communication, negotiation, and stakeholder management skills.
- Self-motivated and comfortable working independently in a part-time or fractional capacity.
- Relevant HR qualifications such as a degree in HR or Business; professional HR certifications (e.g., SHRM, CIPD) are highly desirable.
**Engagement Details**:
- **Recommended Hours To Commit**:Approximately 8 to 16 hours per week, depending on organizational needs and project scope.
- **Pay Range**:SGD 125 to SGD 225+ per hour, negotiable based on experience and responsibilities.
