Singapore US Commander, Navy Installations Full time

**Duties**:
The primary purpose of this position is to provide leadership, management, policy, program and resource management expertise at the installation level. The secondary purpose is to provide clinical services to the eligible installation population. Diverse methods of delivering services include providing information and referral, educational instruction and training and clinical counseling.
- Identifies installation needs and concerns and presents plans, recommendations and assistance to influence readiness and retention issues.
- Responds to complaints or problems identified by clients or staff and takes necessary action to resolve them.
- Directly supervises assigned staff, to include a diverse work force of Non-Appropriated Fund (NAF) civilians and volunteers.
- Identifies and assesses crisis situations requiring immediate response, to include risk of suicide or homicide, physical violence and child sexual abuse.
- Provides crisis intervention and safety planning.
- Coordinates with law enforcement, legal, medical and commands for intervention, as required.
- Manages assigned cases independently.
- Participates in case consultation with the CNRJ Regional Counseling and Advocacy Program Coordinator as scheduled.
- Complies with reporting protocols involving high risk or high visibility cases to include notification to command, CNRJ and CNIC.
- Collaborates with Behavioral Health at the military medical facility and refers appropriate situations beyond the scope of authorized/designated FFSO clinical practice.
- Provides short-term, solution focused clinical counseling to individual military members, family members and authorized/eligible beneficiaries within the community.
- Assesses individual needs, establishes treatment plans with behaviorally specific goals and objectives.
- Maintains clinical case documentation in accordance with Navy requirements regarding format and timeliness.
- Enters all clinical and collateral contacts into FFSMIS appropriately and within mandated timelines.
- Retrieves and submits weekly, monthly and quarterly required data and reports.
- Participates in the Quality Assurance (QA) reviews on a minimum quarterly basis, as assigned by the CNRJ Regional Risk Management Coordinator.
- Participates in peer review of Non-Medical Counseling (NMC) clinical work on a minimum quarterly basis, as assigned by the CNRJ Regional Risk Management Coordinator.
- Serves as the Family Advocacy Representative (FAR) as a credentialed Tier III provider with the Navy and performs the following duties:

- Provides overall clinical management of the FAP.
- Coordinates implementation of FAP requirements with authorized personnel from commands and other military/civilian entities.
- Processes all open FAP cases for presentation at the Incident Determination Committee (IDC) within 60 days, participates on the IDC and presents case information, documents the IDC determination for each incident voted on, as well as the Incident Status Determination (ISD), for later entry into the Central Registry.
- Conducts/coordinates an ongoing needs assessment of FAP services and procedures, with an annual assessment report and strategic plan to the CNRJ Regional Counseling and Advocacy Program Coordinator (RCAP) and Regional Program Director (RPD), to determine whether services are effectively accomplishing objectives, in compliance with requirements, in an efficient, cost-effective manner which is responsive to customer needs.
- Ensures feedback from FFSO staff members, feedback from customers, and results of QA activities are used for process improvements.
- Makes recommendations for process improvements as needed and in conjunction with the annual assessment report.
- Reviews implementation of the provisions of the local SOP regularly.
- Conducts or coordinates periodic in-service training for FFSO staff on FAP services, roles, responsibilities, and procedures.
- Maintains current FAP policies/instructions, templates, certification materials, and other materials pertinent to the effective implementation of FAP services either electronically or in hard copy.
- Manages allotted resources to achieve annual budget plans in accordance with established guidance.
- Plans, organizes, directs, supervises and evaluates all FFSO programs and services.
- Establishes internal control mechanisms that support the monitoring of resources and supports program objectives efficiently and effectively.
- Provides command and community awareness education through briefs, workshops and general military trainings (GMTs) on a variety of topics related to individual resiliency and command readiness.
- Monitors scheduling/facilitation of FFSO outreach events to enhance knowledge of programs and services available to the community, at a minimum, on a monthly basis.
