What You Will Be Working On
PSD plays the role of functional leader for HR in the Singapore Public Service, with the Chief HR Officer (CHRO) as Head of Profession. The CHRO's Office (CHROO) aims to position Singapore Public Service as "The Employer of Choice" to attract, manage and develop our officers so that collectively we contribute towards building a Trusted Public Service with Citizens at the Centre. The Office serves to professionalise HR in the Public Service and provide professional leadership to some 3,000 HR leaders and officers across the Public Service. We do so through the 5 'Cs': building a trusted HR community, uplifting capabilities, increasing capacity to transform, building collaboration and benchmarking standards, and facilitating HR career development and branding. You will be part of a lean team to plan and drive CHROO's vision across the Public Service, working with stakeholders to deliver CHROO's key objectives.
Drive HR workforce transformation through strategic workforce planning and competency-based interventions.
Set clear vision and operating doctrine for HR to drive HR professionalisation.
Drive cross-agency collaboration to co-create solutions for HR services and future HR operating models.
Develop career development strategies to attract and develop HR professionals in the Public Service.
Drive public sector wide HR programs to build capabilities (e.g., HR Professional Development Program, Structured Job Rotation, Talent Attachment Program).
Design and implement engagement channels and communities of practice to foster knowledge sharing and a well-networked HR community.
Convene learning platforms with global thought leaders and professional bodies to plug into industry developments and adapt for the Public Service.
Lead data-driven analyses of workforce metrics to develop evidence-based recommendations for CHROO's strategic initiatives and HR transformation across the Public Service.

Working as One Public Service: Understand how our work contributes to whole-of-government outcomes and build trust and collaboration across agencies.
Improving and Innovating Continuously: Open to experimenting with new ideas to improve work processes while managing risks and considering stakeholders.
Work Experience
At least 2-3 years of HR experience in a large organisation, preferably driving strategic changes in partnership with stakeholders at all levels.
